Discussion of sergeant exam and testing date - The company that previously provided the tests for promotional testing is no longer doing business. That company is IPMR. The new company to provide
the testing materials is Standard and Associates. Since the previously scheduled date for the sargeant tests was cancelled due to the COVID-19, the new testing date is scheduled for November
15th (Sunday) at 8:00 AM at the Village Hall. Following the test taking, the candidates will be interviewed on the same day.
The cost for each test is $100.00/test and the study guide is $15.00/person. The materials will be ordered as soon as possible. There will be four candidates taking the test.
Commissioner Vanderkooy made the following motion: Motion to purchase a test for each four candidates who will be testing to be sargeants and four study guides to be purchased from Standard and Associates.
Motion seconded by Commissioner Koester. All others voiced approval. Motion approved.
Commission rule changes - Continued discussion about changing the wording/rules regarding the Power Test that is given in order to qualify to apply for Village Police Officer. Attorney Moredock has researched this topic regarding the interpretation. There was a similar case introduced in the courts which was unappealled but it pertained to gender qualification for power testing and determined that both sexes would be tested in the same manner and judged in the same manner. Attorney Moredock will change the wording in the Policy and Procedures Manual to reflect the wording that was originally stated prior to the changes being made. A footnote will be added to reflect the Statute. (The purpose is to match state standards). The Power Test will be pass/fail.
Commissioner Vanderkooy motioned to change the wording in the Policy and Procedures Manual back to the original wording pertaining to "Power Test" which will reflect the state statutes regarding
'Power Test' qualifications.
Approval of new eligibility list - Police Chief Vern Foli reviewed the Eligibility List and distributed the list to the Board members for their review.
Commissioner Koester made the motion to accept the Eligibility List as is and this was seconded by Commissioner Vanderkooy. All others voiced approval. Motion approved.
Select 4 Hire Discussion - After some discussion it was decided to use the Select 4 Hire program which is given to the Village to use by the insurance company of the Village.
Commissioner Koester made the motion to accept and use the Select 4 Hire program and use it on a Pass/Fail basis. Commissioner Vanderkooy seconded the motion. All others voiced approval.
Motion approved.
