Call to Order
Mayor Kimsey called the meeting to order, requested a moment of silence and asked everyone to join him in reciting the pledge of allegiance. Roll call was taken.
Consent Agenda - Approval of the Warrants (Res. 41-20) and Minutes from October 27, 2020
A motion was made by Trustee Mau and seconded by Trustee Chiaro to approve the consent agenda. Trustee Detmers asked for information about the payment for Bobcat Rental. Village Manager McCarthy provided information on the reason for the expense. Motion to approve the consent agenda was passed unanimously.
New Business
An Ordinance Accepting the Low Bid for Repair Work on Garvey Lane (Ord. 20-27)
A motion was made by Trustee Chairo and seconded by Trustee Mau to approve a contract with Kinney Contractors Inc. for $27,724.00 for repairs to Garvey Lane. When repairs are made, the street will need to be temporarily closed for approximately four days. Engineer Jim Michaels stated that the bid was consistent with the pricing in the past for similar repairs. There were no other bidders. Motion was approved unanimously.
An Ordinance Approving a Setback Variance for Accessory Structure at 31 Tanglewood Drive (Ord. 20-28)
A motion was made by Trustee Chairo and seconded by Trustee Scherschel to approve the ordinance for a setback variance for an accessory structure at 31 Tanglewood Drive. Code Enforcement Manager Crawford presented the reason for this ordinance and indicated that the Zoning Board of Appeals unanimously approved this variance. Motion was approved unanimously.
An Ordinance Approving a Setback Variance for a Primary Residence at 45 Teal Drive (Ord. 20-29)
A motion was made by Trustee Mau and seconded by Trustee Chairo to approve the ordinance for a setback variance for a primary residence at 45 Teal Drive. Code Enforcement Manager Crawford presented the reason for this ordinance and indicated that the Zoning Board of Appeals unanimously approved this variance. Motion was approved unanimously.
Public Comment
Village Manager McCarthy reported that there was a comment inquiring about the sound of the PA system.
Police Pension Fund Report
Bob Rietz (Lauterbach & Amen LLP) presented the actuarial valuation for the Police Pension Fund for the contribution year of May 1, 2020 – April 30, 2021. The recommendation contribution increase for the fund is approximately 6%. This is higher than the normal increase. Mr. Rietz presented the factors that led to this recommendation. He also presented that balance of the fund as of April 30, 2020.
Suspension of Meeting, Executive Session and Adjournment
A motion was made by Trustee Chairo and seconded by Trustee Mau to suspend the regular meeting until the conclusion of the Committee of the Whole. Motion approved unanimously.
After the Committee of the Whole, a motion was made by Trustee Chairo and seconded by Trustee Mann to readjourn the village board meeting. A motion was made by Trustee Chairo and seconded by Trustee Gerger to go into executive session for personnel matters and collective negotiating matters. Motion approved unanimously.
After executive session, a motion to return to regular session was made by Trustee Chairo and seconded by Trustee Mann. Motion approved unanimously.
With no further business, Trustee Chairo with a second from Trustee Mann made a motion to adjourn the meeting. Motion was unanimously approved by voice vote.
