Village of Chatham Village Board met Nov. 24.

A. Call to Order

Present: Trustee Gerger, Trustee Chiaro, Trustee Detmers, Trustee Mau, and Trustee Scherschel, Village President Kimsey Absent: Trustee Mann

Others Present: Village Manager McCarthy, Police Chief Foli, Village Attorney Greg Moredock, and Clerk Dahlkamp

4. Public Announcements: If you have a Public announcement you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

There were no public announcements.

B. Consent Agenda

1. Regular Village Board Meeting Minutes from Tuesday, November 10th, 2020.

2. Warrants Resolution 42-20

Trustee Mau moved to put the consent agenda on the table for action, seconded by Trustee Chiaro. Trustee Scherschel inquired about a Bobcat equipment rental listed on the warrants. The consent agenda passed 5 yes, 0 no, and one absent as follows: Trustee Mau yes, Scherschel yes, Gerger yes, Chiaro yes, Detmers yes, and Mann absent.

1. RECOGNIZING THE ACHIEVEMENTS OF THE GLENWOOD HIGH SCHOOL GIRLS CROSS COUNTRY TEAM, 2020 SHAZAM STATE CROSS COUNTRY DIVISION II (2A) STATE CHAMPIONS, Resolution 43-20.

Trustee Detmers moved, seconded by Trustee Scherschel to put both resolutions 43-20 and 44-20 on the table for action. Both resolutions passed 5 yes, 0 no, and 1 absent with a vote of voice vote.

2. RECOGNIZING THE ACHIEVEMENTS OF THE GLENWOOD MIDDLE SCHOOL GIRLS CROSS COUNTRY TEAM, 2020 SHAZAM STATE CROSS COUNTRY MIDDLE SCHOOL STATE CHAMPIONS, Resolution 44-20.

Trustee Detmers moved, seconded by Trustee Scherschel to put both resolutions 43-20 and 44-20 on the table for action. Both resolutions passed 5 yes, 0 no, and 1 absent with a vote of voice vote.

3. A RESOLUTION GRANTING THE FRIENDS OF THE PARK USE OF THE CHATHAM COMMUNITY PARK FOR LIGHT UP THE PARK, Resolution 45-20

Trustee Detmers moved, seconded by Trustee Chiaro to put the resolution on the table for passing. Resolution 45-20 passed 5 yes, 0 no, and 1 absent by a voice vote.

4. AN ORDINANCE ACCEPTING THE LOW QUOTE FOR A 4x4 TRUCK TO BE USED BY THE WATER DEPARTMENT, Ordinance 20-30

Trustee Mau moved, seconded by Trustee Chiaro to put the ordinance on the table for action. Ordinance 20-30 passed 5 yes, 0 no, and 1 absent as follows: Trustee Mau yes, Scherschel yes, Gerger yes, Chiaro yes, Detmers yes, and Mann absent.

5. AN ORDINANCE AMENDING THE VILLAGE CUSTOMER SERVICES POLICY HANDBOOK (REVISED NOVEMBER, 2020), Ordinance 20-31

Trustee Mau moved, seconded by Trustee Chiaro to put the ordinance off of the table for action. Trustees Detmers and Gerger had two documents to review this evening. The first part of the ordinance was to change a policy in the handbook (Detmers). This part of the ordinance was tabled until the next Regular Board Meeting. The next part of the ordinance (proposed by Trustee Gerger) was to directly address the pandemic utility payments. There were several drafting errors for this ordinance. Trustee Detmers moved, seconded by Trustee Chiaro to amend these drafting errors specifically for the part of the ordinance that was drafted by Trustee Gerger in regards to utility late payments and shut offs during the pandemic. The amended version of the ordinance passed 4 yes, 1 no, and 1 absent as follows: Trustee Scherschel yes, Detmers yes, Gerger yes, Chiaro yes, Mau no, and Mann absent. Trustee Detmers moved, seconded by Trustee Scherschel to put the Ordinance on the table for action. Ordinance 20-31 passed 4 yes, 1 no, and 1 absent as follows: Trustee Detmers yes, Scherschel yes, Gerger yes, Chiaro yes, Mau no, and Mann absent.
