Village of Chatham Village Board met Dec. 8.

A. Call to Order

3. Roll Call

Trustee Detmers moved, seconded by Trustee Chiaro to approve Village President Kimsey to remotely attend the meeting via cell phone. This was passed by voice vote.

Trustee Detmers moved, seconded by Trustee Scherschel to make Trustee Gerger Chairman of the hearing in Village President's Kimsey's having to remotely attend the meeting. This was passed by voice vote.

Present: Trustee Gerger, Trustee Chiaro, Trustee Detmers, Trustee Mau, and Trustee Scherschel, Trustee Mann, and Village President Kimsey (remote)

Others Present: Village Manager McCarthy, Police Chief Foli, Village Attorney Greg Moredock, and Clerk Dahlkamp

Trustee Mau moved, seconded by Trustee Chiaro to put the consent agenda on the table for action. The consent agenda passed 6 yes, 0 no, 0 absent as follows: Trustee Scherschel yes, Gerger yes, Chiaro yes, Detmers yes, Mau yes, and Mann yes.

D. New Business

1. AN ORDINANCE AMENDING THE VILLAGE LIQUOR CODE PERTAINING TO THE NUMBER OF OUTSTANDING LIQUOR LICENSES, Ordinance 20-32

Trustee Mann moved, seconded by Trustee Mau to put the ordinance on the table for action. Ordinance 20-32 passed 4 yes, 1 no, and 1 present as follows: Trustee Mann yes, Mau yes, Detmers yes, Chiaro yes, Gerger no, and Scherschel present.

2. AN ORDINANCE SETTING VILLAGE BOARD MEETING DATES FOR CALENDAR YEAR 2021, Ordinance 20-33

Trustee Chiaro moved, seconded by Trustee Detmers to put the ordinance on the table for action. Ordinance 20-33 passed 6 yes, 0 no, 0 absent as follows: Trustee Scherschel yes, Gerger yes, Chiaro yes, Detmers yes, Mau yes, and Mann yes.

3. AN ORDINANCE LEVYING TAXES FOR ALL CORPORATE PURPOSES FOR THE VILLAGE OF CHATHAM, SANGAMON COUNTY, ILLINOIS, FOR THE FISCAL YEAR COMMENCING ON THE 1ST DAY OF MAY, A.D., 2020, AND ENDING ON THE 30TH DAY OF APRIL, A.D., 2021., Ordinance 20-34

Trustee Detmers moved, seconded by Trustee Scherschel to put the ordinance on the table for action. Ordinance 20-34 passed 6 yes, 0 no, 0 absent as follows: Trustee Scherschel yes, Gerger yes, Chiaro yes, Detmers yes, Mau yes, and Mann yes.

4. A RESOLUTION ABATING THE DIRECT ANNUAL REAL ESTATE TAX IN THE AMOUNT OF $319,250.00 FOR THE YEAR 2019 LEVIED PURSUANT TO ORDINANCE NO. 14-04 AND AMENDED PURSUANT TO ORDINANCE 19-37, Resolution 47-20

Trustee Detmers moved, seconded by Trustee Chiaro to put the resolution on the table for action. Resolution 47-20 passed 6 yes, 0 no, 0 absent as follows: Trustee Scherschel yes, Gerger yes, Chiaro yes, Detmers yes, Mau yes, and Mann yes.

5. AN ORDINANCE AMENDING IBC 2012 SHALLOW FOUNDATION REQUIREMENT, Ordinance 20-35

Trustee Mau moved, seconded by Trustee Scherschel to put the ordinance on the table for action. Ordinance 20-35 passed 6 yes, 0 no, 0 absent as follows: Trustee Scherschel yes, Gerger yes, Chiaro yes, Detmers yes, Mau yes, and Mann yes.

6. AN ORDINANCE REVISING THE AMENDED THE VILLAGE CUSTOMER SERVICES POLICY HANDBOOK (REVISED NOVEMBER, 2020), Ordinance 20-36

Trustee Scherschel moved, seconded by Trustee Chiaro to put the ordinance on the table for action. Trustee Mann moved, seconded by Trustee Scherschel to amend the ordinance for the late fee until March 1st changed to a three percent late fee that was previously stated at five percent. After March 1st, the late fee will go back to a ten percent late charge. This amendment passed 5 yes, 1 no, and 1 absent as follows: Trustee Mann yes, Chiaro yes, Gerger, yes, Scherschel yes, Detmers yes, and Mau no. Ordinance 20-36 passed 5 yes, 1 no, and 1 absent as follows: Trustee Mann yes, Chiaro yes, Gerger, yes, Scherschel yes, Detmers yes, and Mau no.

Will Tracy- Created a community garden flyer. Village board advised him on next steps to begin to share news about the upcoming garden this spring.
