Recognition of Visitors:  None  

Engineering Report: Phil Weber – Sidewalk Project - Too late in year to complete the entire project. Corner of Main & 5th Cross to the Bank will require coordination with Ameren and other utilities. The current project length is being reduced to end at 5th Cross St. With good weather this portion will be done within the next two weeks. Remaining portion of the project will be done next spring  

Zoning Report: Dorothy Cole – Nothing to Report. 

Police Report: Report reviewed and discussed.

Approval of Minutes: Clerk Billbe is absent.   September Meeting Minutes are tabled to next month. 

Treasurer’s Report: The board approved to pay the monthly bills.

2. Board approval of Halloween Hours. Saturday October 31, 2020 from 5 pm to 8 pm.

3. Board Discussion – complaints regarding concrete/junk pile near the pond in Griffiths Creek. Mayor VanPelt & Engineer Phil Weber went and looked and did not find anything. Trustee Hohimer stated in is not easily visible with the pasture, trees and weeds being so thick and is a dangerous area. It is located at the intersection of the pond drainage and the creek. Totals six and a half acres and the Engineer is not sure if this is village property but Trustee Metcalf stated it is. Mayor VanPelt noted if there are barrels or rusted items, then cleanup would involve EPA and could be costly. Trustee Hohimer stated the previous owner/developers (Dennis Tarr & Todd Byers) donated the property to the village but it should have been cleaned up then - Attorney will look into this. Trustee Metcalf suggested putting up “No Trespassing signs”.

4. Board discussion and approval of using TIF Funds for sidewalk repairs instead of Motor Fuel Funds as improvements to Main St.
