Village of Chatham Committee of the Whole Met Jan. 12.

Here is the minutes provided by the committee:

A. Call to Order

1. Roll Call

Present: Trustee Gerger, Trustee Chiaro, Trustee Detmers, Trustee Scherschel, and Village President Kimsey

Absent: Trustee Mann and Trustee Mau

Others Present: Village Manager McCarthy, Police Chief Foli, Village Attorney Greg Moredock, and Clerk Dahlkamp

2. Public Comments Agenda Topics: If you have a Public Comments on Agenda Topics you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

There were np public comments on agenda topics.

B. Consent Agenda

1. Approve Minutes from Tuesday, December 8th, 2020.

Trustee Scherschel moved, seconded by Trustee Chiaro to put the consent agenda on the table for action. The consent agenda passed by voice vote.

C. Old Business

There was no old business this evening.

D. New Business

1. IMEA Discussion

This presentation was done during the Regular Board Meeting. Kevin Gaden- IMEA Partnership Presentation: Value of Owning and Operating an Electric Distribution System and Benefits of IMEA Partnership.

2. General Obligation Bond Refinancing

Attorney Mike Southworth presented the idea of working with Bank of Springfield and refunding old bonds, and reissuing new bonds. All four trustees in attendance agreed that this is a good idea to move forward with to proceed the reissuing of the new bonds. There will be a Public Hearing at the next Regular Board Meeting. The bond money will go towards infrastructure usage.

3. CMT Engineering Updates

Jim Michael, CMT Engineer sent an email to Village Administrator McCarthy- There is a decent amount of work on the streets in Oakbrook that is needed. With decent weather, a lot of road work should be completed this year. Trustee Detmers requested that current street conditions need updated for what is in dire need for repair first and so on.

4. Appropriation Fund Transfer Discussion.

Trustees were asked to look over the Appropriation Fund Transfer that was sent to them. There will be an ordinance to vote on in two weeks. Trustees needs to contact CFO Sherry Dierking or Village Administrator McCarthy if they have any questions.

5. Village Manager Update

Village Employee Shane Hill provided a tree trimming update and clarified a cost found in the warrants. Village Employee Dustin Patterson- M.E. Simpson Inc. Water Distribution System is a leak detection survey program. The cost for this is already in the budget. The last time this was conducted, was exactly five years ago. An ordinance will be voted on at the next meeting for this service. The first snow removal of the year went great for the Village.

6. Public Property & Recreation Committee Discussion

Trustee Detmers- There will be a possible opening on the Public Property and Recreation Committee for a community member to join. Please email Village Administrator McCarthy if you have any interest in joining this committee. There is a grant opportunity for the Village parks and public areas with $350,000 towards general infrastructure improvements. The commission met and ranked a list of projects with highest priority being the lowest ranking possible. Trustee Detmers presented what the committee decided to the board. The spread sheet is available on the 1/12/2021 Committee of the Whole agenda for viewing.

7. Utility Oversight Committee Discussion

Sikich Audit- $5,000 meter reading proof list from July and August of 2020. This audit will ensure customers are having adequate billing services for their utilities. The trustees gave Village Administrator McCarthy the green light to sign off on this so the audit can begin.

8. Employee Survey Discussion

There will be a paper survey distributed to every village employee that will remain anonymous. These forms will then be mailed to Attorney Moredock's office. The data will be collected and presented from the survey, once they have been distrributed and time has been given to mail them to the attorney's office.

9. Village Manager Qualifications

Village President Kimsey advised trustees to contact Dr. Funderberg, an UIS professor for his knowledge on what is available for village admin qualifications. The trustees were asked to gather what credentials they would like to see for the Village Administrator position.

10. Public Comments Village Business: If you have a Public Comments on Village Business you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

Terry Hupp- Asked the trustees if they were able to speak to residents living near the potential dog park. The Trustees have not been able to go door to door recently with Covid/colder weather.

E. Schedule of Meetings

F. Closed Session

Trustee Chiaro moved, seconded by Trustee Detmers to move into closed session under: Collective Negotiating Matter (2)(c)(2). This passed 4 yes, 0 no, and 2 absent as follows: Trustee Scherschel yes, Detmers yes, Gerger yes, Chiaro yes, Mau absent, and Mann absent.

G. Reconvene Open Session

Trustee Chiaro moved, seconded by Trustee Detmers to reconvene open session. This passed 4 yes, 0 no, and 2 absent as follows: Trustee Scherschel yes, Detmers yes, Gerger yes, Chiaro yes, Mau absent, and Mann absent.

H. Closing

1. Adjournment

Trustee Chiaro moved to adjourn the meeting, seconded by Trustee Scherschel. This was passed by voice vote.
