Village of Divernon Board of Trustees Met Jan. 27.

The regular meeting of the Village of Divernon Board of Trustees was held at the Masonic Lodge. Village President Jim Copelin called the meeting to order at 6:30 p.m. Clerk Rod Molnar called roll: Jim Copelin “Here”, Craig Busch “Here”,Melissa Layton “Here”, Wayne Jones “Here”, Gail Hedges “Here”, Tyler Bramley “Here”, Larry Baer “Here”.
A motion was made by Hedges and seconded by Busch to approve the minutes of January 13, 2021. The motion passed 6-0. Layton and Bramley voting present.
A motion was made by Baer and seconded by Busch to approve the corrected executive session minutes of December 23, 2020. The motion passed 4-0. Layton and Bramley voting present.
Baer presented the Village bills with a motion to approve. Hedges seconded and the motion carried 6-0.
Visitors:
John Masten of Masten Mosquito Control was in attendance to see if the Village would be interested in having the community sprayed for mosquitos this summer. He currently has contracts with Nokomis, Witt, Irving, Filmore and Harvel. The cost would be determined by the number of applications and whether to spray only streets or streets and alleys. The Board will discuss the matter.
Supervisor Reports: Public Works:
Nothing to report.
Police:
Chuck Apgar was at the latest organizational meeting of the proposed neighborhood watch program. He said the those attending were a different group than at the first meeting. Those in attendance were wondering what the Village’s role would be. The Board emphasized the program would be a community program and not under control of the Board, but wanted to work together with those running the program. Copelin wants to support the program and for the Police Department to work closely with those in charge. If possible, he will try to attend the next meeting.
Committee Reports:
Zoning, TIF, Building Permits:
Busch reported on the planning for the Business District. Adam Stroud of PGAV planners sent the completed plan to the Village. It will be posted in the Village Hall. A schedule for adoption was also received. Bramley had asked Stroud if the funeral home should be included in the district. He understands that being a member of the Board, the funeral home would not be allowed to benefit from the district. Copelin will contact the TIF attorney to get an opinion. Busch received an email from Ryan McCrady. McCrady has worked out a county wide agreement with Nextite for community development. There will be a webinar on February 5th at 11:30 a.m.
Public Utilities, Water, Sewer and Gas:

Finance, Personnel, GIS:
Nothing to report.
Public Safety, Health and Safety:
The Board discussed the proposal from Masden Mosquito Control. There is interest in having it done, but will get some other estimates before moving forward.
Public Works, Streets, Alleys and Sidewalks:
Nothing to report.
Village Communication/Building Grounds and Lights, Parks:
Busch presented information on this year’s block party. The date was changed from July 17th to July 10th because of a conflict with the Chatham Sweet Corn Festival. He has the bands booked. There will be a parade this year. Katie McElroy will be in charge. Other activities will be face painting, pet show, pie eating contest, pedal tractor pull and laser tag. The theme for this year will be Divy Throwback. Busch contacted Heart Technologies. They are willing to reduce the setup fee for remote access from $500.00 to $200.00. The monthly cost will remain $20.00 per user. Copelin will look into the contract.
