Village of Pawnee Board of Trustees met Feb. 14.

Call to Order

President Clarke called the meeting to order at 7:00 p.m.

Roll Call

Deputy Clerk Cynthia Kramer called roll

Trustees in attendance: Brian Whitlow, Phillip Thompson, Steve Gudgel, David Skinner, and Troy Squires Trustees Absent: Pat Murphy Absent also: Clerk Devona Martin Also, in attendance: Treasurer Kelly Haney, Police Chief Barclay Harris, Gas and Water Supervisor Andy Lee, Village of Pawnee ESDA Coordinator Scott Day, business owner Jay Smith-Locals Bar and Restaurant Note: Trustee Murphy arrives at 7:07 p.m.

Recognition/Comment/s of Visitor's

Jay Smith-Locals Bar and Restaurant. Smith requested a Special Event Permit to extend closing from 2 a.m. to 3 a.m. for the business's Sixth Anniversary celebration, Saturday, February 19. Trustees granted the request. Scott Day-Village ESDA Coordinator. Day has been looking for a used vehicle for the coordinator's use to replace a 1995 vehicle. He informed trustees that he had found three trucks, however, in a brief period, two of the three vehicles sold. The remaining vehicle is a 2016 Ford Truck, with camper shell, well maintained, priced at $29,500. The discussion turned to what to do with Scott's current vehicle, especially due to its age. President Clarke noted that the Sangamon County Rescue Squad is looking for vehicle donations, while Trustee Skinner stated that he would like to see the Village get something out of the vehicle. During the ensuring discussion trustees debated the question of new versus used, time, cost, and what to do with the vehicle being replaced, to donate or attempt to sell. It was also noted that a proposed expenditure, whether for a new or used vehicle is not in the current budget. As the discussion wound down, Clarke asked Day if the Expedition would suffice for his needs as the ESDA Coordinator, with Day replying yes. Trustees opted to put a two-month time frame to sell the older vehicle, if it does not sell, then consider donating.

Clerk's Report

The minutes of January 24, 2022, were presented for review and approval. Motion made by Trustee Skinner to approve the minutes of January 24, 2022, as presented. Second by Trustee Murphy Roll Call Vote Taken: Whitlow-yes, Thompson-present, Gudgel-yes, Murphy-yes, Skinner-yes, and Squires-yes Motion Carried (6-0):

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner

Trustee Skinner presented bills payable of $282,427.95 for review and approval, while noting that $140,000 of that amount was for Natural Gas. Motion made by Trustee Skinner to approve bills payable in the amount of $282,427.95.

Gas and Water Committee Report: Committee Chair, Trustee Squires

There were zero shut offs for the month of January. Gas and Water Supervisor Andy Lee ordered gas line as supplies are getting difficult to find,

Streets, Alley and Sidewalk Committee Report: Committee Chair. Trustee Whitlow

• Regular street maintenance is ongoing. (Whitlow) commended the street crew for snow removal.

Police Committee Report: Committee Chair, Trustee Skinner

Chief Harris submitted the monthly police report for review and approval Motion made by Trustee Skinner to approve the monthly police report as presented Second by Trustee Murphy Roll Call Vote Taken: Whitlow-yes, Thompson-yes, Gudgel-yes, Murphy-yes, Skinner-yes, and Squires-yes Motion Carried (6-0)

Chief Harris added that on January 11, that he and Officers Ross and Bertoni attended Domestic Violence Training and on Jan. 25 Police officers and village employees attended AED/CPR training at the Pawnee Fire House to train with the new Zoll AED PLUS units purchased by the Village.

Sewers and Parks: Committee Chair, Phillip Thompson

The new swing ordered for North Park arrived and is installed.

Zoning Committee Report: Committee Chair, Trustee Murphy

Mark Wadell Variance Motion made by Trustee Murphy to approve a variance for Mark Wadell, 1102 Fourth Street, noting that the Zoning Board already signed off recommendation to approve. Second by Trustee Skinner Roll Call Vote Taken: Whitlow-yes, Thompson-yes, Gudgel-yes, Murphy-yes, Skinner-yes and Squires-yes Motion Carried (6-0)

Unfinished Business

Grooms Street is still waiting on IDOT Central States Fireworks has merged with a larger company, however, the Village will be working with the same people, but prices have gone up. The village has not received new price list at this time. Trustee Skinner asked Village President Jeff Clarke to inquire about Labor Day to see if there would be a price differential. Due to weather, the village had to reschedule the July 3 fireworks display to Labor Day, which was well received.

New Business

Resolution 22-01 Motion made by Trustee Thompson to approve Resolution 22-01, A Resolution Authorizing Execution of a Service Agreement with the Lowest Responsible Bidder for the Supply of Electricity for Residential and Small Commercial Retail Customers Who Do Not opt Out of Such a Program. (Municipal electric aggregation) Motion made by Trustee Thompson to approve Resolution 22-01 Second by Trustee Murphy Roll Call Vote Taken: Whitlow-yes, Thompson-yes, Gudgel-yes, Murphy-yes, Skinner-yes and Squires-yes Motion Carried (6-0)
