Village of Divernon Board of Trustees met Aug. 24.

Here are the minutes provided by the board:

The regular meeting of the Village of Divernon Board of Trustees was held at the Village Hall. Mayor Pro Tem Larry Baer called the meeting to order at 6:30 p.m. Clerk Gail Hedges called roll: Joe Bukantos “Here”, Chuck Apgar “Here”, Tyler Bramley “Here”, Dianne Brenning “Here”, and Larry Baer “Here”. Mayor Copelin and Craig Busch were absent. Also present were Superintendent Rhodes and Chief Martin.

A motion was made by Apgar seconded by Bukantos to approve the amended minutes of August 10, 2022. The motion passed 4-0 with Bramley voting present.

Brenning made a motion seconded by Bramley to approve the bills. The motion passed 4-0. Visitors

There were no visitors.

Public Works:

Superintendent Rhodes reported that Austin Kane passed his gas test making him qualified to work on the gas lines. The old truck driven by Darrin Copelin needs to be replaced. A new Ford equipped with everything needed was located in the amount of $56,950.00. A motion to approve the purchase was made by Brenning seconded by Bramley. The motion passed 4-0. The old truck will be sold outright rather than traded in. Rhodes also reported a student intern has been brought on to assist in the public works department. The intern is part of a work program through the City of Auburn.

Police:

Chief Martin reported the Tahoe is in need of new tires. An estimate for new Patagonia tires in the amount of $816.12 was received. A vote will be taken at the next board meeting. The Watchguard system was finally received for the new police vehicle. The vehicle should be ready for the street by the middle of September.

Committee Reports: Economic Dev., Zoning, TIF, Building Permits:

Apgar asked Superintendent Rhodes if the dirt dumped in the flood plain at 201 S. Third Street had been removed. Rhodes responded it had not as of today, August 24, 2022. This is a violation of Ordinance 8-3- 6 and is subject to a daily fine up to $750.00 as long as the violation exits. It was a consensus of the Board that a daily fee of $150.00 be charged beginning September 1, 2022 until the dirt is removed.

Public Utilities Water, Gas and Sewer

Bukantos reported he had read that Federal funding was approved for public infrastructure. Availability of funding from both the State and Federal governments for infrastructure projects will be researched.

Finance, Personnel, GIS:

Brenning made a motion to approve Illinois Road Contractors as the bidder to receive the contract to oil and rock the streets in the amount of $49,992.00. Bukantos seconded, and the motion passed 4-0.

Hedges reported the Village is getting a larger safety deposit box to accommodate all important Village documents at a cost of $65.00 monthly.

Public Safety, Health and Safety:

Apgar reported that the Village projects have been submitted to the National Hazards Mitigation Taskforce. The Village projects will be incorporated into the incorporated into the larger hazard plan covering all of Sangamon County. Chief Martin reported the procedure for ordinance violations has changed. In the event of an ordinance violation, the person responsible will be contacted via telephone and an envelope noting the violation and instruction for payment will be placed on the door. Payment will be received at Village Hall. Failure to pay will be referred to the Village Attorney.

Public Works, Streets, Alleys and Sidewalks:

Bukantos discussed the possibility of using blacktop in a small area of a busy street to determine if it would hold up better than oil and rock. Factors to be considered are cost and general maintenance partially due to due to water main and sewer repair.

Village Communication/Building, Grounds and Lights, Parks, Recreation:

Bramley made a motion to purchase 24” dual monitors at a cost of $109.99 plus the connection cord at a cost of $15.00 for the Office Manager. Bukantos seconded, and the motion passed 4-0.

Old Business:

Nothing to report.

New Business:

Apgar made a motion seconded by Bramley to approve the revision of Ordinance 1-7-14 Compensation of Elected Officials. The motion passed 3-1 with Bukantos voting no.

The meeting ended with a motion by Brenning at 7:31 p.m.
