Legislation targeting the practices of pharmacy benefit managers (PBMs) was signed into law on July 1. House Bill 1697 aims to eliminate spread pricing, prevent PBMs from directing patients to their preferred pharmacies, and ensure that all rebates are returned to patients and plan sponsors.
The Illinois Pharmacists Association notes that 74 out of Illinois' 102 counties are now considered pharmacy deserts. Senate Republicans argue that PBM practices have forced more than 85 independent pharmacies in Illinois to close in 2024 alone, impacting access to local care. Supporters believe the legislation will help control rising prescription costs for residents.
State Senator Sally Turner described the bill as a necessary step towards fairness in the pharmacy system and controlling prescription expenses.
In another development, the Illinois Secretary of State’s office announced nearly $18 million in Public Library Per Capita Grants distributed to 639 public libraries statewide. The grants assist libraries with resources like books, internet access, staff, programming, and capital improvements. Libraries must be recognized as "Full Member Libraries" within their regional systems to qualify for funding.
Applications for the Open Space Lands Acquisition and Development (OSLAD) Program are open until September 30, 2025. This state-funded program offers financial assistance for acquiring or developing land for parks and recreation projects. Eligible local government organizations can receive up to $1,725,000 for land acquisition and $600,000 for development projects.
The Illinois Department of Public Health (IDPH) has issued guidelines to avoid summer hazards such as sunburns and heat exhaustion. Tips include supervising children around water, using flotation devices, avoiding alcohol while swimming or supervising children, applying sunscreen regularly, wearing lightweight clothing, staying hydrated, and not leaving anyone in parked vehicles.
Additionally, State Senator Sally Turner advises caution at rural intersections due to tall corn reducing visibility during summer months.
Senator Turner will host a Coffee and Conversation event with Bloomington Mayor Dan Brady on July 15 at Rob Dob's Restaurant & Bar. The event is free and open to the public for discussions on local and state issues.
