Logan County Safety Committee met Sept. 1.

Here are the minutes provided by the committee:

Present: Mr. Sanders, Mr. Farmer, Mr. Leesman, Mr. Schaffenacker, Mr. Jenness

Absent: Mrs. Davenport

Guests: Sheriff Landers, Don Peasley, Nate Miller

Mr. Sanders called the meeting to order at 6:00pm.

Approval of Minutes: Motion to approve minutes for July 7, 2022, made by Mr. Schaffenacker, seconded by Mr. Jenness. Motion carries.

CORONER- Mr. Peasley reports 6 vouchers, 18 deaths in the county with 3 autopsies. I autopsy was a natural death, 1 was a hanging at the prison, and 1 death Mr.Peasley is waiting for toxicology

August Meeting Reports (FY 21/22)

Summary of August Expenses – none

Budget Review: None

A motion was made by Mr. Jenness, seconded by Mr. Schaffenacker, to approve the bills for the coroner. Motion carried.

AMBULANCE

Vouchers: Mr. Peasely presents for Mrs. Bales vouchers.

Call Report: Mr. Peasely gives a short report for Mrs. Bale about COVID being on the rise again. Mr. Peasly said he has a had a few deaths that were nursing home residents and deaths were contributed to COVID 1. Vehicle Status Report:

Old Business: None.

New Business: none

Budget Review: Motion to bring forward the $100, 000 tax levy for Ambulance Service, there is some discussion about if it needs to be brought before the board at this time. Motions carries.

LAW ENFORCEMENT

EM-COM Report: None.

Old Business: None.

New Business: None

1. Sherriff Landers reports that contract negotiations are on-going with all 3 unions next meeting is September 5. There are some ongoing issues at jail starting

2. Jail Conditions/Staffing -correctional toilets are all original and need replacement. Sheriff Lander discusses the grant that they are expecting. IT issues at the complex they have a short-term fix but will need to be fixed for the long term. Mr. Leesman states that the bottom line is the storage is at near capacity and the other servers extend, the idea is to add some redundancy. Sheriff talks about the need for an IT line in the budget, he goes on to explain how the system works and how vital it is to address the issues that have been neglected. In two years, there will be a mandate for body cams, making a need for storage off all the footage including dash and body cams.

3. Jan 1,2023 Law changes – Sheriff talks about the upcoming law changes. He met with the courts today Sheriff Landers says parts of the new laws are so contradictory they are not sure what’s going on. They know what to do, but there is going to be different interpretations of the laws. He expects a drop in population. Some locations are saying their jails will close, and some locations are building larger facilities. Sheriff states that they still have not received any guidance from the Supreme Court. There are some cases that they are not allowed to make arrest, they will have to issue citations. They do not know if they will be doing weekend court or issue warrants. All they do know is they will need staff they will need staff to find people who don’t show up for court and conduct investigations. Al the people who are not being arrested are going to be required to be processed. The attacks on correctional staff are on the rise, due to mental issues. People are more resistant to correction officers and following orders.

A motion was made by Mrs. Davenport, seconded by Mr. Leesman, to approve the Sheriff’s and EMA bills. Motion carried.

Communications: Mr. Schaffenacker asks how the Courthouse restoration is going in Sheriff’s opinion- Sheriff Landers reports that since the last meeting he hasn’t really hear any complaints. He mentions that having Mr. Walter engage and communicate with the staff has seemed to help. Sheriff Landers mentions that during Balloons Over 66 they had a report of someone bypassing security and sitting on top of courthouse watching Dock Dogs, Sheriff report that they were aware there would be crews working over the weekend on the dome, so they had asked if they were sure, it wasn’t a worker. The callers were convinced that it was a teenage boy, turned out it was a worker sitting watching the Dock Dogs from the dome. Sheriff mentions that having Chris Wilson added as facilities manager has been working out great and Sheriff feels hiring Chris is a definite advantage.

A motion was made by, seconded by Mr. Schaffenacker seconded by Mr. Jenness, to adjourn the meeting at 6:15 pm. Motion carried.
