Village of Illiopolis Board of Trustees met March 20

Here are the minutes provided by the board:

Mayor Rogers called the meeting to order at 6:30 p.m. and led the Pledge of Allegiance.

A roll call was taken, all members were present except J Swick.

Agenda

The agenda was adopted as presented.

Minutes

J DeVore made a motion to approve the March 6, 2023 meeting minutes seconded by R Reed All ayes Motion carried 3-0-2 D Koonce and M Pevler abstained.

Visitors

Seth Flach from MG Engineers was present to give an update on the Storm Sewer Project. He stated that additional trees have been marked for removal or trimming along Anne between 5th and 6th streets. Estimated cost around $900. R Reed made a motion to increase the tree removal bid by aprox $900. B Honea seconded Roll Call 5-0-0 All ayes

Treasurer’s Report

C Mitchell gave the monthly reports, balance sheet, check detail & unpaid bills. J DeVore made amotion to accept the Treasurer’s report and seconded by B Honea

Engineering Report

Storm Sewer Repair – 7th & Elizabeth

Storm sewer camera was only able to travel 57’ down 8” sewer before pipe became too disjointed for camera to travel any further. Rough estimate for relining sewer would be $10,000 on the high side. Recommend using open trench method to replace pipes as cost savings would not be realized using relining method for such a short distance. Also, sewer does not travel under pavement so no need for patching, which makes trenching cost more competitive. Open trench also allows further exploration along sewer line to reveal extent of failure/near failure. I will work on a more precise cost estimate using the open trench replacement method.

Old Business

Fence at Westside Park was tabled until next meeting due to lack of information.

New Business

Farm Land Lease was discussed. Property will be leased for $300 instead of $400 due to construction on the Communication Tower.

D. Koonce made a motion to adopt Resolution 23-04 authorizing execution of Communication Tower Lease Agreement. B Honea seconded Roll Call 5-0-0

Discussion was held on allowing the contractor to put dirt & rock from the Storm Sewer Project in the Backwash Pond . J DeVore made a motion to allow contractor to use the Backwash Pond with R Reed seconding. All ayes Motion carried 5-0-0

Golf Cart Ordinance was discussed and tabled for the next meeting due to more information needed.

Eric Emerich and Seth Flach presented information on the Regionalization of Sewer Plants with Niantic & Harristown. The information presented was to let the Village Boards of the three communities decide if they would like to declare their interest in the project. This project is in concept, at no charge to the Village, to run Illiopolis’s sewage to Harristown and decommission the villages wastewater plant/lagoons. If the grant is approved public meetings will be held.

R Reed made a motion to more forward with having MG Engineers apply for IEPA funding for $1 million for the NPDES permit removal program. D. Koonce seconded Roll Call Motion carried 5-0-0

Mayor Rogers mentioned that Matt Daubs wants to build a bigger garage and wants to see what he needs to do to acquire a portion of the corner lot owed by the Village. Discussion will be held at the next meeting with Attorney Segatto in attendance.

D Koonce wanted to have a notice put in the paper reminding residents to clean up any animal waste if out walking in the Village.

D Koonce made a motion to go into Executive Session at 7:40 pm for the sale of Village Property and personnel. B Honea seconded Roll Call 5-0-0

D Koonce made a motion to come out of Executive Session at 8:02 pm B Honea seconded Roll Call 5-0-0

D Koonce made a motion to adjourn at 8:05pm with B Honea seconding.
