Logan County Board Building & Grounds Committee met Sept. 5.

Here are the minutes provided by the committee:

MEETING CALLED TO ORDER: Mr. Wessbecher called the meeting to order at 5:30pm. Present: Mr. Wessbecher, Mrs. Schmidt, Mr. Sanders, Mrs. Fitzpatrick

Absent: Mrs. Davenport

Guests: Lisa Drew, Gil Turner, Derrick Haynes, Chris Graue

MOTION TO APPROVE MINUTES: no recording of August meeting.

OLD BUSINESS:

1. Purchase of Sewer Jet Machine for Logan County Jail - Mr. Wessbecher asks Derrick Haynes to address the committee. Mr. Haynes speaks to the committee about ongoing sewer issues at the Safety Complex. Mr. Haynes explains that the purchase of the sewer jet machine would help with ongoing maintenance and preventive maintenance. Mr. Wessbecher asks Mr. Haynes to come back with more definitive pricing and details and then it could be brought up off the floor at Workshop. 

NEW BUSINESS:

1. EV Charging Station - Chris Graue addresses committee about installing EV chargers and the different types that are available. Mr. Graue distributes a handout about EV chargers to the committee. Mr. Graue talks about what type of charger most travelers will be looking to use, and how the length of time. Mr. Graue shares that he has been talking with Mr. Welch about installing EV station for at least 18 months. Mr. Graue suggests that Logan County should consider working with the City of Lincoln installing one charger with two cards. Mr. Graue talks about how chargers are used at his local dealership. Mr. Graue shares that canopy, concrete, chargers, and wiring is about $140,000 investment. Mr. Graue shares that the county and the city both installing level 2 chargers doesn't make sense, since level 2 chargers take at least 5 hours to charge. In his opinion the County and City partnering up for one DC fast charger would be more beneficial. Mr. Graue answers questions from the committee about cost, and other details about the use of EV chargers. Mr. Wessbecher states that they will talk it over.

2. Restoration Project Update- Mr. Wessbecher states that they have been working on a priority list and plan to present that at the Workshop. Mr. Turner asks about the scaffolding at the courthouse. Mr. Wessbecher and Mr. Turner discuss the scaffolding around the courthouse. Mr. Wessbecher confirms that Mr. Walter will attend the Workshop meeting. Mr. Turner says he will have the same questions at the workshop and hopes that Mr. Walter will have some answers.

3. Courthouse Restoration Invoices Approval- Mr. Sanders makes a motion, seconded by Mrs. Schmidt, to approve the Restoration Bills. Motion carries

4. Back Up internet Provider for Courthouse- Mr. Wessbecher states that this will need to be held over until next month.

5. Concrete work at Scully (Fountain and Pads for ADA Tables) - Mr. Wessbecher refers to bids in the packet. There is a bid for the concrete work around the fountain for $4825, another bid for the concrete pads for ADA tables 1 at each park in the amount of $2500 per pad. Mr. Wessbecher states those are those lowest of three bids received, he asks for a motion to approve $9825.00 for concrete work at Scully Fountain and 1 pad for ADA table at each park (Latham and Scully) Mrs. Schmidt makes the motion, seconded by Mrs. Fitzpatrick, motion carries.

6. Sidewalk around bandstand at Latham Park- Mr. Wessbecher asks for a motion to approve a bid of $15,547.00 for sidewalk work around the bandstand at Latham Park. Mrs. Schmidt makes the motion, seconded by Mrs. Fitzpatrick motion passes with all yes in a roll call vote.

7. Pickleball Court Extension- Mr. Wessbecher is asking for a recommendation or a motion to approve up to $5000. Mr. Wessbecher explains the issues with the pickleball court and what he wants to do to alleviate the issues. Mr. Wessbecher is going to meet with Kyle Flowers the following day. Mr. Wilson addresses the committee with his concerns with shifting. The committee discusses the pickleball court. Mrs. Schmidt makes the motion to spend up to $5000 on the pickleball court extension seconded by Mr. Sanders, motion carries.

8. Updated Use of Grounds Form Mr. Wessbecher explains to the committee that when organizations are asking to use the parks and they plan to use tents or bounce houses there needs to be a JULIE locate. The board office had amended the form and added a section to answer if they will be using structures that need to be staked down when they submit use of grounds. Mrs. Fitpatrick makes a motion to approve the form, seconded by Mrs. Schmidt. Motion carried.

Facilities Manager Report: Mr. Wilson addresses the committee about the progress on the fountain, he is hoping to have it up and running Friday. Mr. Wessbecher and Mr. Wilson talk about the locks at the Orr Building. The push bars locks were not secure, and the cost was $1800 per push bar to replace, there are two. Deadbolts were installed for $65 per lock which solved the security issues with the previous locks. Mr. Wessbecher asks about concrete issues with the straight sidewalk on Pulaski side of Courthouse, there is a trip hazard there, about 40 ft concrete would need to be replaced to fix the issue. Mr. Wilson has not heard back from the contractor. Mr. Turner asks about Mr. Wilson's job description, Mr. Wessbecher states to take care of the buildings, and learn the maintain the geo thermal system. Mr. Wilson states he does a little bit of everything. The committee continues a discussion about Mr. Wilson's job description. The committee has a short discussion about Courthouse Restoration.

Use of Grounds Request:

1. Scully Park for Train Rides for kids December 2, 2023, by Downtown Christmas Express. Mrs. Drew addressed the committee about Christmas Express and the plan for this year, they are hoping to use Scully Park this year. They are only about to book December 2, 2023, from 4-6 for train rides. The committee discusses the options for the train routes within the park. Mrs. Fitzpatrick makes a motion seconded by Mrs. Schmidt to approve the use of grounds request for Scully Park on Dec 2, 2023. Motion Carries

Approval of Bills: Mr. Sanders makes a motion to approve the bills, seconded by Mrs. Schmidt, the motion carries.

Public Comments:

Mrs. Drew addresses the committee about an idea for one of the parks, she talks about festival lights, we can't do that in these parks, but it would be neat to start small by placing lighted sculptures on each corner of the park and how they could be constructed. She mentions that she had heard about having trick or treat in the park but maybe a Christmas village in the park and her ideas about that.

Adjourn Meeting: Mr. Sanders makes a motion to Adjourn at 6:28 pm seconded by Mrs. Fitzpatrick motion carries.
