Village of Illiopolis Board of Trustees met June 3
Here are the minutes provided by the board:
Mayor Reed called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.
A roll call was taken, all members were present.

D Koonce made a motion to approve the May 20, 2024 meeting minutes seconded by J DeVore All ayes Motion carried 4-0-1 with S McIntyre abstaining

Economic Development Report
Mayor Reed said that the there is nothing new to report on the solar project and proposed gun range. He had a meeting with the Springfield Growth Alliance and gave the board a brief update on that meeting. D Koonce asked if there was any update concerning the Joe Watts building on the west end of town.

Old Business
S McIntyre presented the board with an estimate on the purchase of a bench for a memorial to Mayor Sam Rogers. A brief discussion was held on the placement of the bench either at Westside Park or Wabash Park. S McIntyre made a motion to purchase a bench in memory of Sam Rogers to be placed in Wabash Park with a not to exceed price of $800. J DeVore seconded Roll Call All Ayes Motion Carried 5-0-0
Mayor Reed talked to 217 Nuisance about the beaver problem at the Formosa Property. The cost will be around $1,000. D Koonce made a motion to allow Mayor Reed to enter into a contract with 217 Nuisance with a not to exceed price of $1,000. S McIntyre seconded Roll Call All Ayes Motion Carried 5-0-0
M Peevler presented some information on updating to the current Golf Cart Ordinances. It has been suggested to have all the permits expire at the end of the year. Discussion was also held on the placement of the sticker. Attorney Segatto will research ATV and 4 wheelers regarding the current ordinance. Changing the ordinance was tabled until next meeting.
New Business
Mayor Reed swore in newly appointed trustee, Sheyde Perry. He will serve out the last year of Rodger Reed’s trustee position as he was appointed Mayor to fill out the vacancy caused by Mayor Rogers passing.
The treasurer asked if there were any questions concerning the drafted budget the board received last meeting. There were no questions. D Koonce made a motion to approve the budget as presented for 2024-2025 fiscal year. S McIntyre seconded Roll Call All Ayes Motion Carried 6-0-0
Mayor Reed reported that the boulevard work on Matilda is progressing. The tiller that the Village is renting is not working. A discussion was held on possibly purchasing a new tiller. D Koonce made a motion to purchase a 4” tiller with a not to exceed price of $2500 with S McIntyre seconding Roll Call All Ayes Motion Carried 6-0-0
The tree on 6th & Anne street that fell during the last big storm caused damage to the sidewalk. It will need replaced. Since Hutchins is replacing sidewalk in that area now it would be a good time to do that one also. A change order for the additional sidewalk work was presented. J DeVore made a motion to accept the change order for additional sidewalk work with S McIntyre seconding. Roll Call All Ayes Motion Carried 6-0-0
Dilapidated Property
Board members noted a few properties with tall grass. Mayor Reed will call the residents and if no action is taken letters will be sent. The old Methodist Church property was discussed and Attorney Segatto said the only option is to file a lawsuit.
Comments
D Koonce mentioned to the Board that the dumpsters being brought for the Village clean up days are supposed to have access doors on the end for large items.
M Pevler asked if deck wood will be picked up by the Village. He was told it is not. More information on clean up day will be in the paper for the next couple of weeks. Residents can see which items are acceptable and which are not.
S McIntyre said that once the swings are put up in Westside Park mats will need to be purchased for under the swings. These were purchased for Wabash Park at a cost of $600. The additional equipment that is proposed for Westside Park will be checked out to see if any maintenance needs done.
S Perry asked about the status on the road repair on Anne Street. Entler Construction is supposed to have Dunn Company come out and repair the areas with dips in the near future.
J DeVore gave an update on the health insurance rates. The village will try to stay with the same plan as previous years. He will bring an update to the board next meeting.
Mayor Reed said there will be police coverage for Illiofest. It might be included as part of our monthly detail. The installation of the new basketball poles will be done before Illiofest. Circle Drive project is complete except for a downspout repair. D Koonce made a motion to pay Hutchins $500 for the downspout repair and add this to the bills that will be given to Conxxus for reimbursement to the Village. Mayor Reed had a meeting with the Village Engineer concerning the waterway issue at Westside Park. Further information will be presented when available. Mayor Reed also reminded the board of the clean up day is June 22, Tire disposal is June 10 thru the 14th and electronics collection is June 15th. The information will be published in the paper for the next 2 weeks.
Mayor Reed asked the board if there was any interest in wastewater regionalization with Niantic. The board said they were interested only if Harristown decides not to move forward.
