● Treasurer Wise discussed the Marianne and Brenda Drive overlay project. Our engineer estimated the project at $280K. Truman Flatts bid the project for $212K. They ended up doing more curbs than originally estimated. Their final bill came in at $227,959.68

Tax Levy - tabled
● Treasurer Brent Wise discussed our ordinance for insufficient funds with regards to accepting checks. Currently, if they write 2 NSFs in 1 year, they cannot use a check or debit card for 3 years. We currently have 17people on the list and it is very cumbersome. He would like to lower it to 1 year. Trustee Thompson suggested that if they have 2yrs back-to-back (or 4 NSFs in 2yrs), there be a consequence. Consensus was to incorporate that into the updated ordinance.
Gas and Water Committee Report: Committee Chair, Trustee Walters
● Trustee Walters advised the Board that 53 red letters were sent out.
● Trustee Walters advised the Board that they had a 3 day ICC gas audit a few weeks ago. They had O findings on the audit.
Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Grant
● Jeff Schober advised the Board that in anticipation of the predicted snow on Wednesday and Saturday, they have been getting equipment ready.
● Discussed the MFT start up in the amount of $72,000.00.

● Discussed the lease program with Enterprise. President Clarke asked if we want to be done with the lease program and just join the maintenance program. Trustee Thompson advised that in talking with Treasurer Wise, they are not willing to work with us on the residual. Discussed the maintenance program and Treasurer Wise advised we have to be in the lease program in some way in order to join the maintenance program. Trustee Murphy thinks we should give them one more opportunity to give us a residual. If they are unwilling to work with us on the residual, we won't be able to join their program. Consensus was that we will give them until the first meeting in January 2025 to get back with us.
● Due to holiday programs, the board discussed moving the December meeting from Monday December 9th to Tuesday December 10th. Consensus was that we will move the meeting to Tuesday, December 10th. Treasurer Brent Wise will post.
● President Clarke commented on the great turn out for Prairie Day's Christmas at the Fire House.
● President Clarke discussed the military banners in Kincaid. He was approached last night about the banners. Trustee Murphy's wife Christina has volunteered to gather information and costs associated with the banners. They are put up before Memorial Day and taken down after Veteran's Day. The person wanting the banner would pay the cost. The only cost the Village would incur would be renting the bucket truck.
