Sangamon County Board OKs federal-funding pact to build Valley Trail

At a recent meeting, the Sangamon County Board approved a resolution to enter into a Federal Aid Agreement with the Illinois Department of Transportation to build the Sangamon Valley Trail.

Through state law and local ordinances, the Sangamon County Board appoints qualified individuals to serve on over two dozen boards and commissions throughout the community.

SANGAMON COUNTY BOARD

MAY 10, 2016

The Sangamon County Board met in Reconvened Adjourned September Session on

May 10, 2016 in the County Board Chambers. Chairman Van Meter called the meeting to order at

7:00 p.m. Mr. Smith gave the Invocation and Mr. Krell led the County Board in the Pledge of

Allegiance.

ROLL CALL

Chairman Van Meter asked County Clerk Gray to call the roll. There were 26 Present –

3 Absent. Mr. Bunch, Mr. O’Neill and Mr. Stumpf were excused.

PROCLAMATIONS

Chairman Van Meter presented a Proclamation to Lou Robisch, upon her retirement,

recognizing her 20 years of service with the County Board Office. Mrs. Robisch thanked them for

the recognition. She has loved every minute of working with everyone. She has seen this board

turn over many times. They are all here because they love being here. Mr. Montalbano thanked

Lou for all she has done. Lou assured them she will be checking in on everyone, and she will miss

them very much.

Mrs. Linda Fulgenzi presented a Proclamation in recognition of National Community Action

Month. Mrs. Fulgenzi recognized Sharmin Doering for recently receiving the 2016 Harry Ring

Outstanding Service Award. Director of Community Resources Sharmin Doering accepted the

Proclamation honoring National Community Action Month. She stated Community Action Month is

a wonderful time to honor and celebrate the impact of community action and what it does for the

lives of families and communities across the country. Agencies like theirs are successful every day in

helping families achieve economic security.

Given that the needs of each family and community are unique, community action is able to

use a range of resources and programs to meet local needs in creative and impactful ways. The

strength based approach, now used in Community Resources, recognizes that all people have

strengths to build on, and they can help them do that. Mrs. Doering introduced Family Support

Specialist Amanda Kemper and Lakeshia Washington, a CNA that went through the program.

Mrs. Kemper stated she is in case management and Lakeshia was one of their CNA’s that

went through the program. She is a very enthusiastic person. She went through a lot, but she

always had the support of her family, especially her mother. She was so excited when she passed

her test. She will be graduating from the CNA program this Friday at the Prairie Capital Convention

Center. Mrs. Kemper expressed how proud she is of Lakeshia and wants to be there when she does

decide to continue her education and become an RN. Mrs. Washington shared a little bit of her

story. She started working at 16 years old at Fulgenzi’s Pizza and Pasta. She always had restaurant

jobs and was never able to climb up the ladder. She is glad she got the opportunity to take the CNA

course. She is going to take the next step into the nursing program next fall. She is appreciative of

all the opportunities coming her way so she is able to better her children’s lives. Lakeshia

introduced her mother in the audience.

Mrs. Annette Fulgenzi, Mr. Ratts, Mrs. Ruzic and Mrs. Douglas Williams presented a

Proclamation honoring and congratulating Xavier Bishop, the Lanphier Lions Basketball Team,

Blake Turner and the coaching staff for their many accomplishments in sports. Xavier Bishop

thanked the County Board. He also thanked God, his parents and his coach for the opportunity and

all the support. Coach Blake Turner also thanked them. He expressed that Xavier is a special kid.

You see in the Proclamation that he started out averaging 13 points then it went to 18 points and

then to 20 and to 25 points. His name got bigger so the focus got bigger, so he was the focus of the

other defenses. That is really saying a lot. That shows his hard work and dedication. The thing that

goes unnoticed is his leadership with the young kids. All the young kids in the program want to be

like Xavier. They come to the gym at all hours and he is in there working. He set the bar. When

kids lead by example like that it does a lot to move kids in the right direction. Every kid in the

program thinks they can work like Xavier and earn a college scholarship. As long as they continue to

lead kids in this direction, they will continue to be around.

Mr. Ratts presented a Proclamation in recognition of Motorcycle Awareness Month.

Josh Witkowski with ABATE of Illinois, Lincoln Land Chapter, accepted the Proclamation. He

thanked Mr. Ratts and the County Board. Motorcycles and motorcyclists do a lot in this community.

Almost every weekend, through the end of September, there will be a poker run in Sangamon

County to benefit some charitable cause. It could be a benefit to cover someone’s medical bills

from cancer, to benefit St. Jude’s, or could be to benefit St. John’s. They run a lot of charity events

every weekend throughout the riding season. As part of that, they have to work with county

government to obtain licenses for the poker runs. County Clerk Don Gray does a wonderful job of

staying on top of those issues. There have been multiple changes to that law in the last three years.

They have stayed on top of it by working with county government. They have also worked with Wes

Barr and law enforcement. There have been changes in law enforcement issues as well.

It is nice to have a government they can reach out to and work with. Another part of being

aware is tourism. In Springfield, Route 66 is a major source of international motorcycle tourism.

Just this season alone, he has met riders from South Korea and Japan. They stop at the Route 66

Hotel all season long. This brings a lot of tourism into Springfield. With the charity aspect, they also

benefit downed riders who go down and get hurt. ABATE does the Downed Rider Benefit. For

many years, County Board Member Rose Ruzic has been a very strong supporter of this benefit. The

19th Annual Event was held in 2014, and they decided to recognize her. So they were supposed to

recognize her in May of 2015 for Motorcycle Awareness Month. Unfortunately, at the end of April

in 2015 he became a downed rider and spent several months in a wheelchair going through rehab,

so he apologized for this being late. Mr. Witkowski presented the Proclamation to Rose Ruzic for

her many years of support in the motorcycling community and the downed rider initiative. Mrs.

Ruzic accepted the Proclamation and stated she was very appreciative. She encouraged anyone

who knows this program to get involved. Her daughter-in-law was in a motorcycle wreck and they

helped her. She encouraged everyone to get behind them and support them.

Mr. Smith presented a Proclamation in recognition of the American Cancer Society to honor

those who have suffered and fought the fight against cancer. Mr. Smith presented the

Proclamation to Simona White and Marie Rochelle, representing the American Cancer Society,

Sangamon-Menard County Relay For Life. Mrs. White thanked them for the Proclamation. She

stated that Relay for Life is something that is really close to her because she has lost so many family

and friends. It is a great opportunity to come out and support and celebrate the survivors. It is

awesome to see what everyone has went through and how far they have come. She also

acknowledged Rachael Ray, who she has learned a lot from. Rachel has really impacted the

American Cancer Society during the four years she was there.

the minutes of April 5, 2016. A voice vote was unanimous.

RESOLUTION 1

1. Resolution approving the annual agreement with the Springfield-Sangamon County Regional

Planning Commission.

A motion was made by Mr. Fraase, seconded by Mr. Sullivan, to place Resolution 1 on the

floor. Chairman Van Meter asked County Clerk Gray to call the roll. Upon the roll call vote, there

were 24 Yeas – 0 Nays. Mr. Preckwinkle was not present in the room to vote.

RESOLUTION 2 - 4

2. Resolution approving the low bid for a culvert replacement project on Mansion Road in New

Berlin Township.

A motion was made by Mrs. Deppe, seconded by Mrs. Hills, to place Resolution 2 on the

floor. A motion was made by Mr. Smith, seconded by Mr. Ratts, to consolidate Resolutions 2 – 4.

Chairman Van Meter asked County Clerk Gray to read Resolutions 3 and 4.

3. Resolution approving a Federal Aid Agreement with the Illinois Department of

Transportation for the construction of the Sangamon Valley Trail.

4. Resolution designating Woodside Road (County Highway 23) as a Class III truck route.

A voice vote was unanimous on the consolidation. A motion was made by Mr. Tjelmeland,

seconded by Mr. Hall, that the roll call vote for Resolution 1 stands as the roll call vote for

Resolutions 2 – 4, as consolidated. A voice vote carried. Mr. Sullivan and Mr. Hall voted no on

Resolution 3.

5. 2016-011 – Malibu Development Corp., 1822 Adlai Stevenson Drive, Springfield – Granting a

Conditional Permitted Use and Variance. County Board Member – Joel Tjelmeland, Jr.,

District #14.

A motion was made by Mr. Tjelmeland, seconded by Mr. Mendenhall, to place Resolution 5

on the floor. A motion was made by Mr. Mendenhall to waive the reading of the professional staff’s

report. There were no objections. A voice vote was unanimous for the adoption of Resolution 5.

6. 2016-012 – Grant & Alison Blasdell, 600 Jostes Road, Rochester – Granting a Rezoning and

Variances. County Board Member – David Mendenhall, District #3.

A motion was made by Mr. Mendenhall, seconded by Mr. Snell, to place Resolution 6 on the

floor. A motion was made by Mr. Mendenhall to waive the reading of the professional staff’s

report. There were no objections. A voice vote was unanimous for the adoption of Resolution 6.

A motion was made by Mr. Mendenhall, seconded by Mr. Thomas, to place Resolution 7 on

the floor. A motion was made by Mr. Mendenhall to waive the reading of the professional staff’s

report. There were no objections. A voice vote was unanimous for the adoption of Resolution 7.

8. Resolution adopting the Home Kitchen Operations Authorization Ordinance-Section 5.20.155

of the Sangamon County Code.

A motion was made by Mr. Thomas, seconded by Mrs. Fulgenzi, to place Resolution 8 on the

floor. A motion was made by Mr. Smith, seconded by Mrs. Deppe, to consolidate Resolutions 8 –

10. Chairman Van Meter asked County Clerk Gray to read Resolutions 9 and 10.

9. Resolution approving elected county officials’ salaries.

10. Resolution approving an Intergovernmental Cooperation Agreement with the Illinois

Department of Transportation, the City of Springfield and Sangamon County for construction

of the 10th Street Rail Corridor and certain 3rd Street Rail Corridor improvements.

A voice vote was unanimous on the consolidation.

A motion was made by Mr. Smith that the roll call vote for Resolution 1 stands as the roll call

vote for Resolutions 8 – 10, as consolidated. A voice vote carried. Mrs. Williams abstained on

Resolution 10.

Resolution 11 on the floor. A motion was made by Mr. Smith, seconded by Mr. Forsyth, to

consolidate Resolutions 11 – 14. Chairman Van Meter asked County Clerk Gray to read Resolutions

12 – 14.

12. Resolution approving a contract with the Land of Lincoln Workforce Alliance and First

Institute Training & Management.

13. Resolution approving an Intergovernmental Agreement with the Illinois Department of

Healthcare and Family Services and the Circuit Clerk’s Office.

14. Resolution approving a contract with IC Solutions and the Sheriff’s Office for inmate

telephone service and video visitation service.

A voice vote was unanimous on the consolidation. A motion was made by Mr. Ratts,

seconded by Mr. Madonia, that the roll call vote for Resolution 1 stands as the roll call vote for

Resolutions 11 – 14, as consolidated. A voice vote was unanimous.
