llinois Terrorism Task Force (ITTF) – Full Meeting – March 23, 2016 – 1:00 p.m. Held at the Illinois Emergency Management Agency (IEMA) and via video conference at DuPage County Office of Homeland Security and Emergency Management (DuPage County OHSEM)

Call to Order

Chairman Kauerauf welcomed everyone attending the meeting at IEMA and acknowledged the members attending via video conference at DuPage County OHSEM.

Chairman Kauerauf took roll call of the membership to determine if a meeting quorum was present. Membership quorum was acknowledged.

Chairman Kauerauf called for any public comment(s). No comments.

Chairman Kauerauf discussed the meeting agenda. The briefing on Countering Violent Extremism will be presented at the May 25, 2016, meeting. A briefing on cyber security will be provided at this meeting.

National/State Homeland Security Update

Aaron Kustermann, Chief, Terrorism Research Specialist, Statewide Terrorism and Intelligence Center (STIC) Illinois State Police (ISP), provided a briefing on national intelligence trends.

ITTF Chair Report

Chairman Kauerauf provided an overview of the purpose and responsibilities of the ITTF/State Advisory Committee (SAC). He also discussed the FFY 2016 Homeland Security Grant Program (HSGP) Application and the charge to the ITTF Committees to determine, develop, and submit the recommended FFY 2016 HSGP projects that have been provided to the ITTF membership prior to this meeting. These projects will be discussed and recommended for the membership to adopt today.

Purpose of the State Advisory Committee (SAC):

• Ensure coordination of activities across preparedness disciplines and levels of government, including state, territorial, local, and tribal governments.

• Promote a cohesive planning framework to incorporate DHS/FEMA resources, as well as those from other federal, state, local, tribal, territorial, private sector, and faith-based community organizations.

• Apply available preparedness funding sources that can effectively support a whole community approach to emergency preparedness and management and the enhancement of core capabilities.

Responsibilities of a SAC:

• Integrate preparedness activities across whole community with the goal of maximizing coordination and reducing duplication of effort;

• Create a cohesive planning network that builds and implements preparedness initiatives using DHS/FEMA resources, as well as other federal, state, local, tribal, territorial, local, private sector, and faith-based community resources;

• Ensure applications for SHSP and UASI funds align with the capability gaps identified in the state and UASI THIRA and SPR.

FFY 2016 HSGP Overview:

• HSGP provides funding to prevent, protect against, mitigate, respond to, and recover from potential terrorist attacks and other hazards.

• HSGP plays an important role in implementation of National Preparedness System by building, sustaining, and delivery of core capabilities essential to achieving the National Preparedness Goal.

• FEMA Priorities

o Homeland Security Advisory Infrastructure o Cybersecurity o Infrastructure Systems o Access control and identity verification o Housing o Long-term vulnerability reduction

• Basic Facts

o Project Period of April 1, 2017 to June 30, 2018 o 25% of HSGP must address law enforcement prevention activities o 80/20% Local and State Benefits o 50% Personnel Cap o 36-month performance period o Must have fusion center investment justification

• HSGP Funds Available = $1.037 billion

o SHSP = $402 million o UASI = $580 million o OPSG = $55 million

• Illinois Award

o State of Illinois - $16.4 million (level funding) o Chicago UASI - $68.6 million (1.3% decrease)

• Key Changes

o Increased number of UASIs by one (now 29) o Outlines Controlled and Prohibited Equipment by law enforcement agencies o Priority for Countering Violent Extremism (CVE) activities

o Need for multi-discipline, multi-jurisdictional coordination for POETE (Planning, Organization,

Equipment, Train, Exercise) o Ensure multi-discipline, multi-jurisdictional coordination/communication of exercises o Focus for training and education events o Regional public safety meetings and information exchange

Instructions for Committees:

1. Role of the Committees is to recommend “whole community, homeland security projects to address Illinois;

threats, risk and consequences”. 2. The purpose of committees isn’t to ensure organizations get funding – “Projects drive funding, not funding drives

projects”. 3. Focus on strategic and work way to projects. 4. Committees should focus on projects to address (1) threat, (2) vulnerabilities, and (3) consequences. 5. 360 degree look at projects – linkage to other funding sources 6. Committees should think multi-jurisdictional, multi-discipline solutions to POETE to address results of THIRA.
