Here is the minutes provided by the Committee:

Members Present: Clyde Bunch, Annette Fulgenzi, Linda Fulgenzi, Craig Hall, Lisa Hills, David Mendenhall, George Preckwinkle, Cathy Scaife, Todd Smith, Lori Williams

Members Absent: John O’Neill, Rose Ruzic, Greg Stumpf

Others Present: Tom Cavanagh, David Durall, Tim Eggleston, Andy Goleman, Phillip Gonet, Brad Hammond, Brian McFadden, Brad Miller, Paul Palazzolo, Charlie Stratton, Mike Torchia, Terry Viar, Denise E. McCrady (Secretary)

Chairman George Preckwinkle called the meeting to order at 5:00 p.m.

Preckwinkle requested a motion to approve the minutes of the March 28, 2017 Finance Committee meeting. A motion to approve the minutes was made by Bunch and seconded by L. Fulgenzi. Motion carried (10-0).

Paul Palazzolo, Circuit Clerk, addressed the Committee requesting approval to hire a replacement Assistant to the Clerk at an annual salary of $54,479 effective May 8, approval to hire Denise Reid as a temporary Assistant to the Clerk for five days at a rate of $29 an hour to train the permanent hire, approval to hire a Court Operations Assistant Vault – Part time at a rate of $11.14 an hour, approval to hire a replacement Court Clerk at an annual salary of $26,691.22 effective May 24, and approval to hire Charles Jozefik as a Disposition Technician at an annual salary of $30,0000 effective April 24. A motion to approve all requests was made by Bunch and seconded by Smith. Motion carried (10-0).

Andy Goleman, Auditor, and Brad Hammond, addressed the Committee regarding the Smart vehicle insurance that will be presented to the full County Board. The resolution was previously approved by the Employee Services Committee on April 3rd. Coverage for the General and Professional Liability will be purchased thru Lloyds of London with the premium of $6,054, the Commercial Auto policy will be purchased thru National Liability and Fire Insurance Company with the premium of $44,939, and the Excess Liability will be purchased thru RSUI Indemnity with the premium of $22,100. The total cost of $73,093 is an increase of $13,000 from last year due to the addition of seven vehicles. It is anticipated that the annual premium will decrease in two-three years if there are no claims or accidents. A motion to approve the insurance policies and forward the item to the full County Board was made by Mendenhall and seconded by Bunch. Motion carried (10-0).

Mike Torchia, Court Services, addressed the Committee requesting approval to hire a replacement Treatment Specialist at an annual salary of $41,190 effective May 7, 2017. A motion to approve the request was made by Hall and seconded by Hills. Motion carried (10-0).

Brian McFadden, County Administrator, addressed the Committee requesting approval of the resolution to hire Brian Davis as County Engineer effective April 10, 2017. A motion to approve the request and forward to the full County Board was made by Scaife and seconded by Bunch. Motion carried (10-0).

McFadden presented to the Committee the 1st Quarter Budget report. Personnel and fringe benefits are under budget, as are other expenses.

There was no old business or public comment.

Preckwinkle requested a motion to approve the requisitions. A motion to approve the requisitions was made by L. Fulgenzi and seconded by Hills. Motion carried (10-0).

A motion to adjourn was made by Bunch and seconded by Scaife. Motion carried (10-0). Meeting adjourned.
