Village of Divernon Board of Trustees met April 11.

Here is the minutes as provided by the board:

The regular meeting of the Village of Divernon Board of Trustees was held on Tuesday, April 11, 2017 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes "Here", Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance was Superintendent Jeremy Rhodes. Wayne Jones and Chief Harris were absent.

A motion was made by Baer and seconded by Layton to approve the minutes of March 22, 2017. The motion passed 4-0 with Hedges voting present.

A motion was made by Hedges and seconded by Brenning to approve the minutes of the special meeting of March 29, 2017. The motion passed 4-0 with Copelin voting present.

A motion was made by Hedges and seconded by Baer to approve the executive session minutes of the special meeting of March 29, 2017. The motion passed 4-0 with Copelin voting present.

Brenning presented the bills with a motion that they be approved after adding an invoice from the Sangamon County Recorder for $29.00. After Baer seconded the motion it was approved 5-0.

Supervisors Reports:

Public Works:

Superintendent Rhodes reported that two “Children Playing” signs have been erected near the corner of State and South Streets. The Community Garden has been tilled and ready for planting.

Police:

Mayor Rhodes reported that Chief Harris would be returning to work on May 1, 2017. Rhodes has appointed Jan Bowsher as Interim Chief during Harris’ absence. Part Time Officer Courtney Palazollo has resigned to take a full time job in Gulf Port Florida. Michael Blanton approved to be hired as a part time officer at the special meeting of March 29, 2017 has decided not to accept the position.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

A motion was made by Hedges and seconded by Brenning to accept the new rate of $240.00 per hour for TIF attorney Katherine Orr. The motion was approved 5-0. Hedges led a discussion concerning the Village’s commercial building permit process. No action was taken.

Public Utilities, Water, Sewer and Gas:

The Otter Lake Water Commission sent a proposal asking the Village to be listed as a partner with the commission for their RCPP application. The program would provide funding in the Otter Lake watershed to reduce erosion. The Board will request a representative of the Commission to attend the next meeting to explain the proposal. Benton and Associates have completed and filed the annual Consumer Confidence Report on the Village’s water system.

Finance, Personnel, Technology, GIS:

The Board approved a lease agreement with CDS Office Technologies for a printer and copier. Baer will meet with a representative tomorrow to finalize the details. A motion was made by Brenning to accept the Certified Estimate of Revenues compiled by Treasurer Christine Nichols. Baer seconded and the motion passed 5-0.

Public Safety, Police, Health and Safety:

The Village will begin advertising for two part time Police Officers.

Public Works, Streets, Alleys and Sidewalks:

Copelin contacted the Illinois Municipal League about a proposal which would require new hires to reimburse the Village for training if they left before a specified time period. The IML would only discuss the issue with the Village’s attorney.

Building Grounds and Lights, Parks, Recreation:

Layton reported that the annual Village Garage Sale will be held on May 5th and 6th.

Old Business:

New Business:

Mayor Rhodes said that this year’s “Party in the Park would be held on September 16, 2017 from Noon to 10:00 p.m.

Motion by Layton to adjourn at 7:50 p.m.
