Village of Pawnee Board of Trustees met May 22.

Here is the minutes provided by the Board:

Call to Order:

President Clarke called the meeting to order at 7:00 pm.

Roll Call:

Village Clerk, Devona Martin, called roll

Trustees in attendance: Josh Leach, Phillip Thompson, Cara Burnley, Patrick Murphy, David Skinner, Troy Squires

Trustees absent; none

Also in attendance: Attorney John Myers, Treasurer Kelly Thein, Candy Kramer with the Pawnee Post, Chief Jan Bowsher, Gary Eby, Matt Jockisch, Mike Dix, Jay Smith

Visitor's Recognition/Comments:

Mike Dix appeared before the Board to discuss Hershall Stolts and the property at 8th and Monroe. He advised that the police continually have to tell him to mow the yard. He was required to mow by Friday or he would be fined $60. On Wednesday, he brought his 4-wheeler in and sprayed his yard with roundup and killed his entire yard. He further advised that Ameren cannot see the meter because of the vines growing on his house. He had his roof replaced 5yrs ago and the old shingles that he removed are still lying on the ground on the north side of house. He would like to know what can be done about this nuisance. Attorney Myers advised that we have an ordinance where we can tell him to clean it up or we will and fine him and put alien on the property, Chief Bowsher advised that you cannot see everything from the road. There are saplings and limbs everywhere. Chief Bowsher would like to take some photos and sent to Attorney Myers to see which ordinances he is violating.

Jay Smith appeared before the Board. He stated that Bike Night is June 2, 2017. They are having poker runs on June 3, 2017 1pm-3pm, June 10, 2017 noon - 2pm, July 23, 2017 time not yet known and August 26, 2017 time not yet known. He wanted to see if on June 10, we can block off the inside parking only so it won't affect the businesses. He also wanted to see if they can have alcohol sales outside. Chief Bowsher asked if it is alcohol sales outside or just overflow? He stated it will just be overflow. He would like to see alcohol outside on July 23, 2017. A resolution will be put together for July 23, 2017.

Matt Jockisch appeared before the Board. The Lions Club would like to have a couple more Movie Nights. They have a couple other dates in mind. On June 10, 2017 they will be partnering with Cub Scouts and Girl Scouts. All donations will go to the scouts. They will also service popcorn and drinks. They will set up at 7pm and the movie starts at dark. The second event is July 22, 2017. Gary Eby advised if it rains, no driving in the park. He understood.

Minutes of May 1, 2017 were presented for review and approval.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner

Trustee Skinner advised that the bills for the previous meeting totaled $64,850.34. We authorized Treasurer Thein to pay the bills at the last meeting.

Trustee Skinner presented the bills payable for the week ending May 22, 2017 in the amount of $51,351.78.

Treasurer Thein presented the Monthly Budget Comparison Report through April 30, 2017. This is the end of our fiscal year. All departments were under budget.

Motion Carried: (6-0)

Treasurer Thein advised that she is working on the budget and she wants to talk about recycle. Last year, through April 30, 2017 we spent $10,500 in recycle fees. She stated that we went over budget 20%. The trustees discussed cutting back the number of dumps, doing away with the service all together or continuing as is and budgeting appropriately.

President Clarke suggested we cap at a certain price. Trustee Thompson suggested we set the budget at $12,000. Trustee Skinner will make some phone calls to try to get it cheaper, Treasurer Thein discussed the school lights. Her question is how much should we budget because she doesn't know what it would cost. She has not paid a bill for the bulbs since she has been treasurer. We pay the electric on the middle baseball field but we pay the cost of the replacement bulbs on the football field. We will do some price checking.

Gary Eby advised that the school had the park reserved for Wednesday but because it was supposed to rain, they changed the date to today. We were not notified of the change and they brought a bouncy house. This must be approved by the Board. President Clarke will discuss with the school.

Gas and Water Committee Report: Committee Chair, Trustee Squires

- Trustee Squires advised the Board that 75 red letter were sent out today.

- Trustee Squires advised the Board that Andy is going to start changing out older meters in town. He is also renting a concrete saw to repair a line on Rt. 104

- Trustee Squires advised the Board that Andy is awaiting IDOT approval to bore under the road to fix a gas leak.

- Trustee Squires advised that the Board that Andy's gas line locator has been in the shop. He is still waiting to hear if they can fix it. If it has to be replaced, the cost will be about $4300.

•No report

Police Committee Report: Committee Chair, President Clarke

•Chief Bowsher gave kudos to Gary, Steve and Tim for getting the yard seeded and downspouts in. Andy Lee also moved the gas meter.

•Trustee Murphy presented Resolution 17-06 - A Resolution Granting A Special Event Liquor License for June 2, 2017 6pm - 10pm

Sewer and Parks Committee Report: Committee Chair, Trustee Thompson

•Gary Eby advised that the sign is working on the west side of town. Steve Haney did 99% of the foot work. Trustee Thompson advised that they will only run 5 events at a time.

•Gary Eby advised that the Memorial has been powerwashed and cleaned for the weekend.

•President Clarke asked about the pond on Rt 104. Gary advised that it has to dry up and then be graded. He is hoping to have it completed by July or August.

•Trustee Thompson advised the Board that everything is ready for fireworks. President Clarke will talk to the school tomorrow.

Zoning Committee Report: Committee Chair, Trustee Burnley

•Trustee Burnley would like to recommend Steve Shelton for the zoning Board. Consensus was to proceed.

New Business:

•President Clarke advised that we received the results from an audit completed in March by the Illinois Commerce Commission. There is a response needed by June 2, 2017. Gary Eby will give to Andy Lee tomorrow and Kelly to scan a copy to Lindsey Enlow tomorrow.

•President Clarke discussed the new Otter Lake contract. They would like someone to attend the meeting to confirm we are good with the contract, The meeting is June 13, 2017. Andy Lee will attend.

President Clarke asked about repairs at Mike Catteau's. Gary Eby Stated that Some work has been done there. Trustee Squires advised that the company that completed the repairs has to come back to complete additional repairs as there is a basin Set to high, President Clarke advised that we received the tax bill for $108.50 on the property on Washington Street. Treasurer Thein advised that we didn't pay the taxes last year and we don't want the property. It is in a flood zone and there are lots of back taxes to be paid.

Attorney Myers will check into it. Discussed filing for exemption. She stated that in the past, she had to pay to get the taxes current and the exemption went into affect the next year.

President Clarke discussed an email he received. Springfield and Sangamon County Regional Planning Committee. One time $300 for a regional website. Consensus was we are not interested.

President Clarke advised that the Memorial Day event 10am Sunday.
