Village of Loami Village Board met July 13.

Here is the minutes provided by the Board:

At 6:00 Mayor Mann called the regular meeting to order. Mayor Mann appointed Jay Branson to fill the open trustee seat. The board concurred with the appointment, Clerk Glynn swore in Mr. Branson as Trustee Village of Loami, term ending in 2021.

Treasurer’s Report: Mayor Mann presented the June 2017 treasurer’s report. Trustee Patterson made a motion to accept the report as presented to the board. Trustee Holloway seconded the motion. Vote taken, motion carries. Roll call – Branson – Abstain, Hamilton – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye, Nay – 0.

Approval of Minutes: Mayor Mann presented the June 08, 2017 Regular Board Meeting Minutes to the board for approval. Trustee Hamilton had one correction on the Street Department report. Trustee Patterson made a motion to approve the Regular Meeting minutes as amended and presented to the board. Trustee McCann seconded it. All favored, motion carried.

Approval of Payments: Mayor Mann presented the unpaid bills to the board for approval. Trustee Mann stated that the down payment of $100.00 to Hamilton’s Catering for the Senior Citizens Dinner is included in the unpaid bills. Trustee Patterson made a motion to accept the unpaid bills as presented to the board. Trustee McCann seconded it. Vote taken, motion carries. Roll call – Branson – Abstain, Hamilton- Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye. Nay – 0.

Visitors: No Visitors

Old Business: Treasurer Lewis stated she thought the 4th of July event was a success, the board agreed. Treasurer Lewis stated for the feedback she had received; next year’s event will have shortened hours and everything will be moved to the front of the park. The beer tent will not be returning due to the low revenues. Mayor Mann stated that what we really need is more volunteers to help with the event.

Mayor Mann presented the bid proposal for this year’s Motor Fuel Tax (MFT) maintenance in the amount of $63,863.40 for board approval. Trustee Patterson made a motion to approve the MFT bid. Trustee Holloway seconded it. All favored, motion carried.

Mayor Mann presented the Village of Loami Auditors Draft Financial Statement for board approval. Trustee Patterson made a motion to approve the Village of Loami Auditors Draft Financial Statement pending the report from the Village Auditor. Trustee Mann seconded it. All favored, motion carried.

Trustee Mann asked if we have received any quotes to repair the roof at the Community Center and the Water Garage. Mayor Mann stated he spoke to a guy yesterday who is supposed to be coming out to look at it. The memorial was also brought up and Trustee Mann stated it would be nice to look at some different types of memorials.

New Business: Trustee Patterson made a motion to accept Ordinance No 2017-05 An Ordinance Approving Membership in the Illinois Municipal League Risk Management Association and Authorizing the Execution of an Intergovernmental Cooperation Contract. Trustee McCann seconded the motion. Vote taken, motion carries. Roll call – Branson – Aye, Hamilton – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye. Nay – 0.

Mayor Mann stated that with the Risk Management Renewal they have offered a fireworks endorsement to include any Village property that may get damaged due to the fireworks display. The cost is anywhere from $100.00 to $1,000.00 per year. The board agreed to table the endorsement until we get an exact quote.

Mayor Mann stated Clerk Glynn has filed a Records Disposal for State Approval for years 2008 and 2009. Also, Clerk Glynn has sent all the required Ordinances from 1997 to Present to Illinois Codification Services.

Department Reports:

Parks – Mayor Mann stated that some changes need to be done with the Baseball League using the bathrooms and trash not being emptied in the Park after games. This season the league was under the impression that the Village would be cleaning the bathrooms and emptying the trash. Trustee Patterson suggested we have the league sign a contract outlying the responsibilities of the League after the use of the Park. The board agreed.

Streets Department – Trustee Hamilton stated that the bid proposal has been accepted; the Street chip and seal should begin shortly; the whole process should take about two months.

Police Department –Chief Workman stated that they have received a lot of complaints about speeders on the Main Road during the day therefore he has a Police Officer coming in to run radar. Chief Workman submitted the Police Report to the board and it is on file.

Water/Sewer Department – Trustee Holloway stated that the Water and Sewer Department are doing good.

Permits – Trustee Mann no permits.

Delinquent Bills – Trustee McCann reported seven shut-offs, six back on and one still off.

Public Safety – Trustee Mann stated she did a drive around before the board meeting tonight and unfortunately the residents that were given Ordinance violation letters a few months ago have done nothing to clean-up their property. The Village Attorney gave the board some options moving forward.

With no further business at hand, Trustee Patterson made a motion to adjourn the regular meeting. Trustee Holloway seconded the motion. All favored, motion carried.

The next regular board meeting will be at 6 pm on Thursday, August 10th, 2017.
