Meeting Called To Order - Mayor Egizii

The Pledge Of Allegiance

The Roll Call - Clerk Klokkenga took the Roll and a quorum was present. The following members were present (P) or absent (A) as indicated below:

Approval - December 2017 Meeting Minutes

A motion was made by Alderman Hetherington and seconded by Alderman Moll to approve the December 2017 Regular Meeting Minutes as provided. The motion carried 4 yes, 0 No with Alderman Wilson voting Present.

Public Comments:

No public comments were given.

Treasurer's Report –

Treasurer Miller presented his financial report to the Council, a copy of which is on file at the City Administrator's Office. After brief discussion, a motion was made by Alderman Moll and seconded by Alderman Hetherington to approve the paid warrants P-01-458 in the amount of $127,810.82. The motion carried unanimously.

A motion was made by Alderman Hetherington and seconded by Alderman Moll to approve the unpaid warrants from MFT P-01-457 in the amount of $107.44. The motion carried unanimously.

A motion was made by Alderman Hetherington and seconded by Alderman Bangert to approve unpaid warrants from the General Fund PO-1456 in the amount of $15,096.75. The motion carried unanimously.

City Adminisrator's Report - Administrator Lanier

Nothing to report at this time.

Legal Updates And Actions - Attorney Morse

Attorney Morse submitted his legal report and memo to the Council. The first issue he addressed was the Public Service and Public Act Ordinance which served as the First Reading. The Illinois Municipal League sent draft ordinances (examples) of ordinances to municipalities around the state. The Ordinance provides for Public Service employees killed in an emergency situation/ line of duty, for their surviving spouse and children to be eligible to receive some benefits until age of 25 or until the spouse remarries. An example of this benefit would be health insurance. The ordinance does not provide for health problems of the public servant, but rather being killed in the line of duty. The Ordinance sets up procedures to follow.

Trellis Ordinance (Third Reading) - This Ordinance clarifies inconsistencies in zoning ordinances at the request of Alderman Bangert. As this was the Third Reading of the Ordinance, a motion was made by Alderman Bangert and seconded by Alderman Moll to approve the Ordinance as written. The motion carried unanimously.

In addition, the following ordinances were presented to the Council as well:

Traffic Violations Ordinance (Second Reading)

Vacant Property Ordinance (Second Reading)

PSEBA Ordinance (First Reading)

Finally, Attorney Morse reported that the January 8th Administrative Hearing was cancelled because all violations for that month were paid without contest.

Department Reports:

Finance and Revenue - Alderman Hetherington indicated she is ready to begin work on the next budget and will try to have a draft available at the February meeting.

Health, Sanitation and Environment - Alderman Wilson -No report at this time,

Police and Public Safety - Alderman Williams/Chief Ryan - Chief Ryan submitted his Monthly Report to the Council. The City received another grant for a texting and driving campaign. Alderman Moll asked we pay special attention to the overweight vehicles ordinance for next two or three months.

Human Resources - Alderman LoBue - Nothing to report at this time.

Public Ways & Property - Alderman Moll - Nothing to report at this time.

Building Permits and Zoning - Alderman Bangert - A Monthly Activity Report, a copy of which is available in the City Administrator's Office, was submitted to the Council.

Old Business:

Illini Intersection. Mayor Egizii recently signed off on the contract paperwork for this project.

New Business:

FY2019 Budget

Nancy Durbin called in complaining about her neighbor using dog poop to compost.

Chief Ryan has looked into it and has not found any issues for the City to address.

Alderman Williams will follow up with Ms. Durbin.

Alderman Hetherington welcomes any input on the next budget.

At this point, a motion was made by Alderman LoBue and seconded by Alderman Bangert to go into Emergency Executive Session. The motion carried unanimously.

Council arose from the Regular Meeting and went into Executive Session to discuss Pending Litigation.

When business had concluded, a motion was made by Alderman Hetherington and seconded by Alderman Bangert to arise from Executive Session and return to the Regular Meeting. The motion carried unanimously.

A motion was made by Alderman Lobue and seconded by Alderman Williams to adjourn the Regular Meeting. By consensus the motion carried.
