City of Lincoln Committee of the Whole met Oct. 23.

Here is the agenda provided by the committee:

Call to Order

1. Pledge of Allegiance to the Flag

2. Public Participation:

-Gabriel Bowden, Lincoln, IL American Water Corp. Manager

-Greg Patel's Request for Monies for American Pool Association (AP A)

Hotels/Motels Sponsorship during the Weekend of 11.08.18-11.11.18.

3. Approval of City Street Operators' Contract for FY2018-2019.

4. Discussion of proposed sewer rates.

5. Discussion regarding Email system required due to the volume and storage of city emails, requested by Police Chief Adams in bis role as IT Administrator for the City.

6. Borst Family Possible Donation.

7. Campus View Drive street approval and recommendations.

8. Revision to On-going Discussion and for an Ordinance be drafted, as Requested by the City of Lincoln Liquor Commission to combine the Class B-Tavern license (video gaming) with the Class C-Restaurant license at an annual Calendar Year proof of at least 50% sales receipts in food and other items, less video gaming sales, within the immediate Calendar Year. These receipts are due by March 31st of each year from qualifying license holders.

9. Appointments and approval of various City Commissioners.

10. Discussion for Approval of the Land of Lincoln CEO Program for High School Students Annual Donation of $1,000.00 for Three Years.

11. Announcements:

-Trick or Treat with Mayor Goodman on Saturday, 10.27.18, in Latham Park,

9:00 a.m. Registration, 10:00 a.m. Costume Parade and Trick or Treat with Local Businesses Begins. Parents are encouraged to dress up as well.

-On 10.31.2018, Trick or Treat Hours For City Children are 5:00- 8:00 p.m.

12. Executive Session, to discuss personnel, pursuant to Section 2(c)(1) of the IL Open Meetings Act.

13. Adjournment.
