Mayor Langfelder called the March 5, 2019 meeting of the Springfield City Council to order at 5:30 PM. He invited everyone to recite the Pledge of Allegiance.
Clerk Lesko took the roll call of members.
PRESENT: Alderman Redpath , Alderman Senor , Alderwoman Turner , Alderman Fulgenzi , Alderman Proctor , Alderwoman DiCenso , Alderman McMenamin , Alderman Theilen , Alderman Donelan , Alderman Hanauer and Mayor Langfelder
Clerk Lesko announced there was a quorum for a meeting.
Next, Mayor Langfelder asked for a motion to dispense with a reading of the minutes of the February 19, 2019 City Council meeting and approve the minutes. Alderman Donelan made the motion, Alderwomen DiCenso and Alderman Theilen seconded the motion. The motion passed on a voice vote of 10-0.
Next, Mayor Langfelder asked for a motion to incorporate the Pre-Council first reading of ordinances into the record of the Council meeting. Alderman Donelan made the motion with Alderwoman DiCenso seconding the motion. The motion passed on a voice vote of 10-0.
Next, Mayor Langfelder asked to incorporate the pre-council reading of the consent agenda into the record. Alderwoman Turner made the motion. Alderman Senor seconded the motion. The motion to incorporate the pre-council reading into the record passed on a voice vote of 10-0.
Next, Mayor Langfelder asked for a motion to place the consent agenda on final passage. Alderman Redpath made the motion to place the consent agenda on final passage. Alderwoman DiCenso and Alderman Theilen seconded the motion. Next, agenda item 2019-116 an ordinance authorizing a donation agreement with National Park Service, United States Department of the Interior, The Abraham Lincoln Presidential Library and Museum and the State of Illinois to fund temporary operations and management of the Lincoln Home National Historic Site during periods of shutdown for an amount not to exceed $50,000.00 Alderman McMenamin made a motion to place the agenda item on final passage. Alderman Fulgenzi and Alderwoman DiCenso seconded the motion.
Alderman Hanauer went through the agreement and wanted to know if the City would be liable for workers’ compensation or any type of liability while the City is funding to keep the Lincoln site open. He is concerned that the City will be on the hook if something happens. He doesn’t like the Federal Government getting any money.
CC Zerkle said that it is clear in the donation agreement and it makes clear that the Park Service is the one that is responsible for all liabilities. The City is making a donation to keep the services going at the Lincoln site in the event of a government shutdown.
Tim Good, with the National Parks Service, said that the National Parks Service would maintain ownership of the Lincoln Home National Site. Under the agreement, NPS employees would run operations and the NPS would be held liable for anything that happens on the site.
Alderman Redpath wanted to know if the employee’s benefits would be paid for by the federal government or is that part of this grant. Mr. Good said the only way to bring back federal employees during a shutdown situation is if they are paid by salary and benefits. This is a minimal package that will include nine employees. During operations, there are twenty employees.
Alderwoman DiCenso asked that this was to only go into effect in the event of a federal shutdown. Mr. Good said that is correct and that the City would have to ask the NPS if they would like to use the money and NPS would have to agree to use the money from the City.
Scott Dahl said that the peak months are March through August. In April there will be 417 group tours booked this year and there will be 569 in May. Eighteen to twenty-five thousand people will visit in those months. If Lincoln’s home is not open then half and maybe more will not come to Springfield in the event of a federal shutdown.
Al Lowe with the Abraham Lincoln Presidential Library and Museum said that they work well with the Lincoln Home site. Their role in this would be to provide volunteers to make sure that the home is still running.

Next, Mayor Langfelder wanted to recognize Capitol Area Realtor Leadership Academy. Alderman Senor wanted to thank the Illinois Realtors for their involvement in getting the Bicentennial Plaza on Jackson Street between 6th and 4th Street.
Next, Mayor Langfelder said that the Electrical Apprentice program will be having an informational meeting at the IBEW Hall at 3150 Wide Track Drive.
Also, there will be a ribbon cutting ceremony on Tuesday, March 12 at 11:30 A.M. for the new location of the Lead Well employer clinic. The location is 5220 South Sixth Street.
Next, Alderman Redpath wanted to know if there is a written contract with the railroad company. Director Mahoney said that there is no contract with the railroad companies about mowing. He said that they have tried and will reach out again. In the past, they have assigned contractors and sent them the bill.
Next, Mayor Langfelder wanted to congratulate the Sacred Heart-Griffin girl’s basketball team for placing fourth in the State tournament.
Next, Alderman Theilen wanted to congratulate Treasurer Buscher on becoming a Grandma.
Next, Alderwoman DiCenso wanted to say thank you to all the City employees who have worked on the selling of the vacate lots.
Next, Mr. Hakeem who owns the property at 929 North Fifth Street, said he would like to thank Alderman Proctor for getting some of the empty lots around his house cleaned up. He is also upset that he lost the bid for the empty lot right behind his property.
Next, Mary Frances spoke about the need to place people on the tree commission and the need to plant more trees rather than cut them down around Springfield.
Alderman Theilen said that the reason the trees are getting cut down is because of the Ash Boar, which is killing trees. There is another issue where there was a disease that kills trees in the downtown area as well.
Next, Mayor Langfelder entertained a motion for adjournment. The motion was made by Alderman Donelan and seconded by Alderman Redpath. The motion passed on a voice vote of 10-0. The March 5, 2019 Council Meeting adjourned at 6:14 PM
