CITY COUNCIL REGULAR AGENDA

Mayor Langfelder called the February 5, 2019 meeting of the Springfield City Council to order at 5:30 PM. He invited everyone to recite the Pledge of Allegiance.

Clerk Lesko took the roll call of members.

PRESENT: Alderman Redpath, Alderman Senor, Alderwoman Turne , Alderman Fulgenzi, Alderman Proctor, Alderwoman DiCenso Alderman McMenamin, Alderman Theilen, Alderman Donelan, Alderman Hanauer and Mayor Langfelder

Clerk Lesko announced there was a quorum for a meeting.

Next, Alderwoman Turner introduced Delta Sigma Theta Sorority Alumni Chapter of Springfield/Decatur area. They are college educated women who are committed to constructive development of its members as well as public service within the African American community.

Tiffany Burris, President of the Springfield/Decatur area, said that on March 30, 2019 there will be a Luncheon and the topic will be African American women that have been on a postage stamp. Also, there will be a candidates meet and greet on March 7, 2019 at the BOS Center from 5 PM to 7 PM.

Next, Mayor Langfelder asked Bonnie Drew and members of the Mayor’s Youth Council to give an update to the Council. Miss Drew said that there was a working session for the All City Youth talent show, and there will be more details to follow. Kayla Seck, President of the Mayor’s Youth Council, and Satay Wilkin from Springfield High school said that there were comments on social media following the City Tournament that were negative in nature. They want the Council to know that the Youth Council will be promoting Unity in our Community and will be passing out bracelets to people that want to see unity among the City schools.

Next, Mayor Langfelder asked Floyd Mansberger to give an overview of a survey of homes in the African American community. The current project area is bordered on the west by 10th Street, on the east by 19th Street and Wirt Street and on the north by Madison and Clear Lake Avenue.

Some of the highlights of the area surveyed are Doctor Edwin Lee’s house and medical clinic. It was where African-Americans went for medical treatment. There is also the former Engine number five which was the all black crew manned station in Springfield. It also became the local African American Masonic lodge. Mr. Elmer Lee Rogers’s house is still standing; he was a local editor of two black newspapers in the early half of the twentieth century.

The project was the first of a multi-phased study focused on African-American historic resources in Springfield. Future work should recognize the significance to local history of the 37 properties currently identified. Also, there needs to be some resources dedicated to preserve the Fire House, the Lincoln Colored Home and the Taylor Home.

Next, Mayor Langfelder asked for a motion to dispense with a reading of the minutes of the January 15, 2019 City Council meeting and approve the minutes. Alderman Donelan made the motion, Alderman Senor and Alderwomen DiCenso seconded the motion. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to incorporate the Pre-Council first reading of ordinances into the record of the Council meeting. Alderman Senor made the motion with Alderwoman DiCenso seconding the motion. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked to incorporate the pre-council reading of the consent agenda into the record. Alderman Donelan made the motion. Alderman Proctor seconded the motion. The motion to incorporate the pre-council reading into the record passed on a voice vote of 10-0.

Alderman Fulgenzi asked to be counted as voting present on agenda items 2019-022, 2019-023, 2019-024 2019-025 and 2019-010

Next, Mayor Langfelder asked for a motion to place the consent agenda on final passage. Alderman Senor made the motion to place the amended consent agenda on final passage. Alderwoman DiCenso seconded the motion. The motion to approve the consent agenda passed on a vote of 10-0 voting yes: Alderman Redpath , Alderman Senor , Alderwoman Turner Alderman Fulgenzi , Alderman Proctor , Alderwoman DiCenso , Alderman McMenamin

Next, Alderman Theilen made a motion to take out of order agenda items 2019-026 through 2019-034 and bring to the front of the debate agenda. Alderman Proctor seconded the motion. Alderman Theilen made a motion to place the agenda items on final passage. Alderman Proctor seconded the motion. The motion passed on a voice vote of 10-0.

Agenda item 2019-026 an ordinance approving the appointment of Kathleen Alcorn to the Civil Service Commission.

Alderman Hanauer made a motion to place the above agenda items on final passage. Alderwoman DiCenso seconded the motion.

Next, agenda item 2019-017 an ordinance accepting RFP PW19-08 authorizing a contract with Gotcha Bike to establish and maintain a bike share program an allow for placement of bicycles on City Rights-of-Way for the Office of Public Works.

Alderman Donelan made a motion to place the agenda item on final passage. Alderman Proctor and Alderwoman DiCenso seconded the motion. Adena Rivas, Community Programs Coordinator for Public Works, introduced Griffin Blackwelder, Vice President of Gotcha Bike. He gave a brief overview of the company and some of their other locations.

Next, agenda item 2019-019 an ordinance ratifying a Collective Barging Agreement with the International Association of Firefighters, Local #37, on behalf of the Springfield Firefighters from March 1, 2016, through February 28, 2021 Alderman Donelan made a motion to place the agenda item on final passage. Alderwoman DiCenso seconded the motion.

Alderman Senor said that he is seeing an increase in social media posts from the Springfield Fire Departments Facebook page showing the department doing training, responding to calls and interacting with the community. He wanted to thank the Firefighters that are maintaining the account and to keep up the good work.

Alderman McMenamin wanted to congratulate the City Firefighters and the City negotiators for getting a contract agreement. Alderman McMenamin would like to be added as a cosponsor. Alderman Redpath asked that all the Aldermen be added as a cosponsor.

The motion to approve the agenda item passed on a vote of 10-0 voting yes: Alderman Redpath, Alderman Senor, Alderwoman Turner, Alderman Fulgenzi, Alderman Proctor, Alderwoman DiCenso, Alderman McMenamin, Alderman Theilen, Alderman Donelan, and Alderman Hanauer.

Next, agenda item 2019-020 an ordinance amending chapter 110, section 110.313 of the 1988 City of Springfield code of ordinances, as amended, pertaining to taxicab operator licenses. Alderwoman Turner made a motion to place the agenda item on final passage. Alderman Senor seconded the motion. Alderman Theilen stated that this ordinance does not refer to Lyft or Uber but about taxicabs. CC Zerkle said that the ordinance is for a technical correction to the code and places taxicab operation licenses under the Administrative Court through the City rather than going through the Circuit Courts.

The motion to approve the agenda item passed on a vote of 10-0 voting yes: Alderman Redpath, Alderman Senor , Alderwoman Turner, Alderman Fulgenzi, Alderman Proctor, Alderwoman DiCnso, Alderman McMenamin, Alderman Theilen, Alderman Donelan, and Alderman Hanauer.

Next, Mayor Langfelder asked for a motion to suspend the rules and place on first reading agenda item 2019-088 an ordinance authorizing the amount of $1,200,000.00 for road infrastructure improvements to JNB Springfield, LP bad Rock Island Economic Growth Corporation utilizing Far East Tax Increment Finance Funds for Poplar Place redevelopment project for the Office of Planning and Economic Development Alderwoman Turner made a motion to place the agenda item on first reading. Alderman Senor seconded the motion. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to suspend the rules and place on first reading agenda item 2019-089 an ordinance approving the appointment of Bruce Clark to the Convention and Visitors Advisory Board. Alderman McMenamin made a motion to place the agenda item on first reading. Alderwoman Turner seconded the motion. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to suspend the rules and place on first reading agenda item 2019-090 an ordinance approving the appointment of Sonya L. Perkins to the Convention and Visitors Advisory Board. Alderman Redpath made a motion to place the agenda item on first reading. Alderwoman Turner seconded the motion. The motion passed on a voice vote of 10-0.

Next, Alderwoman DiCenso said that Sangamon County Animal Control was called Wednesday night. She said that there were dogs freezing to death and that the Neighborhood Police Officer checked on the dogs until Animal Control came to pick them up. The owner was fined and the dogs were returned to the owner.

Alderman Redpath wanted to know why Animal Control is not responding to the police officers. There is a problem here, and it needs to be resolved. Deputy Chief Handlin said that the police officer contacted Animal Control. It is Animal Control policy not to come out unless there is extreme distress or extreme danger. They were contacted and they declined to come out. The officer did see that there was a shelter and the water wasn’t frozen at that moment but it was by morning. The officer and the supervisor checked on the dogs throughout the night.

Next, Jane McBride, President of Illinois Humane Society, said that her organization was involved with this incident. She said that the contract between the City and Sangamon County Animal Control needs to be revisited to get better service. The service in the area is substandard.

Next, Alderman Theilen wanted to thank Library Director O’Hearn for all his hard work over the last two years. He wished him best of luck in his new job in Eugene, Oregon.

Next, Alderman Senor wanted to inform the Council of a vendor fair at the Department of Transportation on Thursday, February 7, 2019 from noon to 3 PM.

Next, Mayor Langfelder said there will be a special Council meeting next week on Wednesday, February 13 at 5:15 P.M. right before Committee of the Whole. The topic will be the Poplar Place TIF payment.

Also, Mayor Langfelder wanted to remind everyone that it is prohibited to use the City Seal for any campaign usage.

Next, Mayor Langfelder said that there will be a meeting at Laurel United Methodist Church on the project improvement for Walnut Street. Nathan Bottom with Public Works said that the meeting will take place from 5 PM to 7 PM on February 7, 2019.

Next, Alderman Senor mentioned that if there is any information that the Mayor could share with the City Council that would be appreciated. There have been articles in the paper and the

Aldermen were not aware of any of these ideas that have come to light.

Next, Nadine Wright came up to say hello and that this was her first City Council meeting.

Next, Alice Remmey, 1515 South Livingston, said that she has put heaters in her dog houses.

She said that there needs to be some changes at Animal Control.

Next, Mayor Langfelder said that the NAACP banquet is Sunday, February 10 at 2:45 PM at the Crown Plaza and the City will be closed for Lincoln’s Birthday on February 12.

Next, Mayor Langfelder entertained a motion for adjournment. The motion was made by Alderman Senor and seconded by Alderman Donelan. The motion passed on a voice vote of 9-0.

The February 5, 2019 Council Meeting adjourned at 6:56 PM
