The Regular Meeting of the City Councilof Lincoln was called to order by Mayor Seth Goodman at 7 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

JASON ROHRER - SWEARING IN AS CITY OF LINCOLN POLICE OFFICER:

Police Chief Paul Adams came forward to swear in Jason Rohrer as City of Lincoln Police Officer.

MEMORIAL OF JAKE LESSON:

Fire Chief Bob Dunovsky came forward and introduced Lana Miller and Kelly Bodonish. They came forward to memorialize the late City of Lincoln Firefighter, Jake Lesson. They presented a check of $8,000 for the fire department to use for equipment.

PUBLIC COMMENT:

Mayor Goodman called upon citizens registered to speak and Mrs. Viki Burnett came forward to talk about a Boy Scouts of America event. She talked about a free community breakfast - on November 12. Her contact email is viki.burnett@scouting.org

There being no further public participation, Mayor Goodman moved d.own to other agenda items.

C.Request from Don and Jan Sielaff to close the 200 block of Tenth Street from Chestnut Street to Union Street for a Halloween Block Party on Thursday October 31, 2019 from 4:30 to 8 p.m.

D.Approval of Trick- or-treat hours on Thursday October 31, 2019 from 5 to 8 p.m.

E.Request from the Logan County Tourism Bureau to dose various city streets on Thursday December 5, 2019 for the Annual Christmas Parade from 6:30 p.m. until its conclusion.

Alderman Keller made a motion to approve, seconded by Alderman Welch. Mayor Goodman called for further discussion, there being none, City Clerk Bateman called roll.

Reports:

A. City Treasurer's Report for September 2019

Treasurer Conzo began to talk about the report, he said the city is in a very similar position with the General Revenue Fund than where the city was last year. He talked about timely distributions of property taxes, the next one is in November 2019.He wanted to share that there are a number of bond payments due December 1, which will reduce some of the balances. He referenced said bond payments. He said they all come due at the same time, but this is nothing to be concerned about, the city is in a good position.

He said looking at the Non-Home Rule Sales Tax, State Use Tax etc., he included some tables that show were the city is year-to-date - and where we were in previous months and years. He said the Non-Home Rule Sales tax had about an increase of $1,000. He said the increase there was just a few hundred dollars but still comparable. He then touched on the Motor Fuel Tax.

He then talked about the August month of liability for gasoline sold during the month of July. This was received in September. He said there are different formulas for how things are divided up. He then talked about March and the extra distribution for the Motor Fuel Tax. He said a year ago it was in the

$31,000 range. He said if you look at the base amount, in the month of July in the State of Illinois, they sold fewer gallons of gasoline. The tax is not based on the price, but the number of gallons. He continued to explain. He said the they're pumping less gasoline, traveling less etc. In the long run, he said it may not be a good indicator, as people will have less money.

He said some of these things... you'll see a downturn when there's the first initial sticker shock.

He moved onto the Utility Tax Receipts - which this account is off by about $10,000 over the past year. He referenced Kroger and the bottle factory - and their loss of business. He also mentioned Alexandrea Lumber Co.

B. City Clerks Report for September 2019

City Clerk Peggy Bateman $353,280.02 he said once again the city has not received any payment from either prison in the month of September.

C. Department Head Reports for September 2019

Mayor Goodman said Department Head reports are either onfile or will be shortly.

D. APPROVAL OF PAY REQUEST WITH CHANGE ORDERS FOR COMPLETION OF THE JEFFERSON STREET PROJECT IN AN AMOUNT NOT TO EXCEED $220,890.38

Alderman Hoinacki made a motion to approve, seconded by Alderman Horn. Mayor Goodman called for further discussion, Alderman Kevin Bateman asked about the overages from the original estimate, overages were around $9,000. Alderman Parrott asked what amount of savings there were. Alderman Bateman wanted more information and Mr. Wes Woodhall weighed in about the structures they hit

while digging. City Clerk Bateman called roll.

E. APPROVAL OF REQUEST FOR PROPOSAL FOR THE INSTALLATION OF SOLAR PANELS FOR THE CITY OF LINCOLN WASTEWATER TREATMENT PLANT

Alderman Bateman made a motion to approve, seconded by Alderman Downs. Mayor Goodman called for further discussion, Alderman Bateman wanted to clarify that this was a motion to go out for proposal, an information gathering vote, he said several of the council members already thought it went out for bid. He said this is "a vote to go out for proposal, not for installing." Alderman Parrott said the wording is a little odd. More discussion ensued. Alderman Bateman wanted to clarify because he thought they had voted last month to go out for a vote. Alderman Welch said he thought it needed to be tabled. Alderman Bateman said so we would not be voting to go out for an RFP until November 4. He asked, "Correct?"

Treasurer Conze said it did not go out because no one put it on the agenda last time, for the last voting meeting. He said that was how we ended up with the first delay. Alderman Downs removed his second, and Alderman Bateman removed his main motion. The item would be tabled.

Alderman Hoinacki made the motion to table it, seconded by Alderman Welch. Alderman Bateman said it is going on next week's COW. He said it would be voted on November 4. Mayor Goodman weighed in. City Clerk Bateman called roll.

Alderman Bateman said Tracy Bergen from New Herald News had a well-timed photo with a helicopter

City Administrator Kavelman mentioned a document she shared relating to the Fifth Street Road Project

Nila Smith said there will be a ribbon cutting on Keokuk, at 9 a.m.next Monday

ADJOURNMENT:

There being no further discussion to come before the City Councilof Lincoln, Alderman Welch

motioned to adjourn, seconded by Alderman Keller.Roll call was taken. Mayor Goodman adjourned the meeting at 7:31 p.m.
