Village of Chatham Committee of the Whole met Sept. 8.

Here is the minutes provided by the committee:

A. Call to Order

1. Roll Call

Present: Trustee Chiaro, Detmers, Mau, Mann, Gerger, Scherschel, and Village President Kimsey.

Others present: Clerk Dahlkamp, Attorney Alan Jedlicka, Police Chief Foli, and Village Administrator McCarthy.

2. Public Comments Agenda Topics: If you have a Public Comments on Agenda Topics you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

There were no public comments this evening.

B. Consent Agenda

1. Approve Minutes from Tuesday, August 25th, 2020.

Trustee Detmers moved, seconded by Trustee Mann to put the consent agenda on the table for action. The consent agenda passed 6 yes, 0 no, and 0 absent as follows: Trustee Mann yes, Mau yes, Scherschel yes, Detmers yes, Chiaro yes, and Gerger yes.

C. Old Business

There was NO old business this evening.

D. New Business

1. CMT Engineering Updates

Jim Michael- Motor fuel improvement projects are going on. There is patching happening on Ptarmigan street. Work on the bike trail is happening in two different places. Settlement on the pavement should no longer be an issue here. Letter of credit work being done to claim funds in South Park Subdivision and The Willows. Water main flushing will begin this fall.

2. Chief Foli Proposes: AN ORDINANCE AMENDING THE VILLAGE LIQUOR CODE RELATED TO PROHIBITIONS REGARDING CONSUMPTION AND POSSESSION OF ALCOHOL BY INDIVIDUALS UNDER THE AGE OF 21

3. Village Manager Update

Shared water and electricity rates from July 2020 to previous years. There have been no changes to the water/electricity rates as of recently.

4. Public Property & Recreation Committee Discussion

There was no meeting last month. An update will be coming in the October meeting.

5. Utility Oversight Committee Discussion with Motion to Rectify Error in Billing for 220 Teal Drive

It was discovered that there was a mismatched meter (unknown for how long this meter has been mismatched) at the residence of 220 Teal Drive. Trustee Mau moved, seconded by Trustee Chiaro to refund the owner the full amount of $4,603.18 for water and $2,706.19 for sewage. This was passed by voice vote. Trustee Scherschel moved, seconded by Trustee Detmers to put this onto the consent agenda at the next Regular Board meeting.

6. Public Comments Village Business: If you have a Public Comments on Village Business you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

There were no public comments on village business.

E. Schedule of Meetings

F. Closed Session

Trustee Mau moved, seconded by Trustee Chiaro to move into closed session under Setting the price for sale of public property (2)(c)(2) and Collective Negotiating Matter (2)(c)(2). This passed 6 yes, 0 no, and 0 absent as follows: Trustee Mann yes, Mau yes, Scherschel yes, Detmers yes, Chiaro yes, and Gerger yes.

G. Reconvene Open Session

Trustee Chiaro moved, seconded by Trustee Scherschel to reconvene open session (no business conducted). This passed 5 yes, 0 no, and 0 absent as follows: Trustee Mann yes, Scherschel yes, Detmers yes, Chiaro yes, Gerger yes, and Mau absent.

H. Closing

1. Adjournment

Trustee Scherschel moved, seconded by Trustee Gerger to adjourn the meeting. This passed 5 yes, 0 no, and 0 absent as follows: Trustee Mann yes, Scherschel yes, Detmers yes, Chiaro yes, Gerger yes, and Mau absent.
