City of Springfield City Council met Sept. 15.

PRE-COUNCIL SESSION

City Clerk Frank Lesko called the Pre Council Session of the Springfield City Council to Order on Tuesday, September 1, 2020 in the Council Chambers of the Municipal Center West.

CITY COUNCIL SESSION

Mayor Jim Langfelder called the March 3, 2020 meeting of the Springfield City Council to order at 5:30 PM. He invited everyone to recite the Pledge of Allegiance.

Clerk Lesko took the roll call of members.

PRESENT: Alderman Redpath, Alderman Gregory, Alderwoman Turner, Alderman Fulgenzi (via Zoom), Alderman Proctor , Alderwoman DiCenso, Alderman McMenamin, Alderwoman Conley, Alderman Donelan, Alderman Hanauer and Mayor Langfelder

Clerk Lesko announced there was a quorum for a meeting.

Next Mayor Jim Langfelder began the Zoning Agenda as follows:

CITY COUNCIL ZONING AGENDA

First Item on the docket is Item No. 020-035 for the property located at 3405 Embassy Drive. Alderman Hanauer made a motion to accept the recommendation and Alderman McMenamin seconded the motion.

The motion to approve the docket passed on a vote of 10 yes/0 no): Alderman Redpath, Alderman Gregory, Alderwoman Turner, Alderman Fulgenzi, Alderman Proctor, Alderwoman DiCenso, Alderman McMenamin, Alderwoman Conley, Alderman Donelan, and Alderman Hanauer

Next Item on the docket is Item No. 020-036 for the property located at 1525 S. MacArthur Boulevard. Aldermen McMenamin made a motion to accept the recommendation and Alderwoman DiCenso seconded the motion.

The motion to approve the docket passed on a vote of 10 yes/0 no): Alderman Redpath, Alderman Gregory, Alderwoman Turner, Alderman Fulgenzi, Alderman Proctor, Alderwoman DiCenso, Alderman McMenamin, Alderwoman Conley, Alderman Donelan, and Alderman Hanauer

Next, Mayor Jim Langfelder asked Treasurer Buscher for her report. A motion to pass her report was made by Alderman Donelan with Alderman Proctor seconding the motion. Her report was approved into the record with a voice vote of 10 voting yes.

Director William McCarty gave a FY21 COVID budget update.

Next, Mayor Langfelder asked for a motion to dispense with a reading of the minutes of the September 1, 2020 City Council meeting and approve the minutes. Alderwoman DiCenso made the motion to approve and Alderwoman Conley seconded. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to incorporate the Pre-Council first reading of ordinances into the record of the Council meeting. Alderman Donley made the motion with Alderman Redpath seconding the motion. The motion passed on a roll-call vote of 10-0 voting yes.

Next, Mayor Langfelder asked to incorporate the Pre-Council reading of the Consent Agenda into the record. Alderman Hanauer made the motion and Alderwoman DiCenso seconded the motion. The motion to incorporate the pre-council reading of the Consent Agenda into the record passed on a roll-call vote of 10-0.

CONSENT AGENDA

2020-339 An Ordinance Accepting Bids And Authorizing Contract UE21- 07-30 – FY21- Outdoor Circuit Breakers With Graybar Electric Company, Inc. In An Amount Not To Exceed $151,756.00, For The Office Of Public Utilities. (Requested by Mayor Jim Langfelder)

2020-340 An Ordinance Authorizing Additional Funding In The Amount Of $50,000.00 Under Contract No. Nb17-81u – Five Year Term For Natural Gas Parking Charges For Interstate Combustion Turbine With Panhandle Eastern Pipe Line Company, LP For A Total Amount Not To Exceed $125,000.00 For The Office Of Public Utilities. (Requested by Mayor Jim Langfelder)

2020-341 An Ordinance Approving A Professional Services Agreement With Experitec, Inc., In An Amount Not To Exceed $150,000.00 To Provide Predictive Maintenance Machinery Management Services For The Electric Division Generation Department For A Two-Year Term For The Office Of Public Utilities (Requested by Mayor Jim Langfelder)

2020-342 AN Ordinance Authorizing Execution Of A Construction Engineering Agreement For The Drawbridge Road Bridge Over The Old Jacksonville Branch (MFT Section 19-00485-00-Br) (SN 084-6405) With WHKS & Co Engineering In An Amount Not To Exceed $120,000.00 For The Office Of Public Works (Requested by Mayor Jim Langfelder)

2020-343 A Resolution Notifying The State Of Illinois Department Of Transportation That Motor Fuel Tax Funds, In The Amount Of $120,000.00, May Be Used For The Drawbridge Road Over The Old Jacksonville Branch, MFT Section No. 19-00485-00-Br, For The Office Of Public Works (Requested by Mayor Jim Langfelder)

2020-344 An Ordinance Approving The Final Plat Of Club Carwash Minor Subdivision For The Office Of Public Works (Requested by Mayor Jim Langfelder)

Next, Mayor Langfelder asked for a motion to approve the Consent Agenda on to final passage. Alderman Redpath made the motion and Alderwoman DiCenso seconded the motion. A roll-call vote was taken to pass the Consent Agenda with 10-0 voting yes on all with the exception of Alderwoman DiCenso voting present on Agenda No. 2020-340. All other items on the Consent Agenda passed with a vote 10-0 voting yes. Alderman McMenamin did speak on 2020-343 to say “Thank you”.

Next, Agenda Nos. 2017-103, 2018-110, 2019-008, 2019-430, 2020-049, 2020-067, 2020-153, 2020-207, 2020-273, 2020-289, 2020-315, 2020-330, 2020-331, 2020-332, 2020-333 and 2020-346 remain tabled or in Committee with the following item being voted on:

2020-334 An Ordinance Authorizing Execution Of A Redevelopment Agreement With Chesterfield Faring LTRD. For Financial Assistance For The Property Located At 518, 520 And 524 East Monroe Street Utilizing Central Area Tax Increment Finance Funds Through The Office Of Planning And Economic Development For An Amount Not To Exceed $3,150,000.00 (Requested by Mayor Jim Langfelder)

There was much discussion on this matter between Aldermen, the Mayor and Corporate Counsel as well as Thomas Lee, Abigail Powell, and Michael Higgins. Amendment to Amendment No. 2 was motioned by Alderman Redpath and seconded by Alderman Fulgenzi. This passed on a vote of 8 yes and 2 no (Aldermen Donley and Hanauer). Alderman Proctor motioned for this matter to go to Debate and Alderman McMenamin seconded the motion, passing on a 10/0 yes vote.

Next, Alderwoman Conley motioned to withdraw Agenda No. 2020-134 and Alderman Donelan seconded the motion. This motion was withdrawn with a voice vote of 10-0 voting yes.

2020-181 An Ordinance Authorizing Execution Of An Agreement With Sinclair Television Of Illinois, LLC, For The 2020 Digital Marketing Campaign, From June 1, 2020 To September 1, 2020, For An Amount Not To Exceed $75,000.00, For The Springfield Convention And Visitors Bureau (Requested by Mayor Jim Langfelder)

2020-195 A Resolution For Temporary Closure Of A Portion Of Illinois State Routes 97 And 29 (Jefferson Street From 5th To 9th Streets) For The St. Patrick's Day Parade On September 5, 2020, For The Office Of Public Works (Requested by Mayor Jim Langfelder)

Alderwoman DiCenso motioned for Agenda Nos. 2020-181 and 2020-195 to be withdrawn and Alderman Hanauer seconded the motion. This motion on both items was withdrawn with a voice vote of 10-0 voting yes. Discussion was had on Agenda No. 2020-314 with Alderman Redpath, Alderman Hanauer and Corporate Counsel.

Alderman Hanauer motioned to move this agenda item to Debate and Alderwoman DiCenso seconded the motion.

2020-345 An Ordinance Approving The Appointment Of Charlotte Johnson To The City Of Springfield Retired Employees Advisory Commission (Requested by Mayor Jim Langfelder)

Alderwomen Conley and DiCenso asked to be added to 2020-378, 2020-379 and 2020-380 as cosponsors.

Alderwoman Turner asked for an apology for Alderwoman DiCenso and spoke on tent city. John Fallon spoke after Alderwoman Turner on tent city.

Reginald Weatherspoon addressed Council.

Alderwoman Conley addressed the warming center for Winter of 2020.

Mayor Langfelder gave a reminder of the upcoming Wednesday’s Facebook Live session concerning homelessness and promoted the Census Count.

Mark Mason, law officer and NAACP addressed Council. Chief Winslow addressed Council concerning tension with the community and the Springfield Police Department as well as the security for tent city.

Markey Surratt, Linda Justice, John Keatting, James Johnson, Ted Killiam and Rosanna Ippilito all addressed Council.

Mayor Langfelder entertained a motion for adjournment. The motion was made by Alderman Redpath and seconded by Alderwoman Conley. The September 15, 2020 Council Meeting adjourned at 9:02 PM.
