City of Springfield City Council Met October‌ ‌27

City of Springfield City Council met Oct. 27.

Here is the minutes provided by the council:

Mayor Langfelder called the November 4, 2020 special meeting of the Springfield City Council to order at 6:22 PM, immediately following the regular City Council Meeting.

Clerk Lesko took the roll call of members at the regular City Council Meeting and roll remains.

PRESENT: Alderman Redpath , Alderman Senor , Alderwoman Turner Alderman Fulgenzi , Alderman Proctor , Alderwoman DiCenso , Alderman McMenamin , Alderman Theilen , Alderman Donelan , Alderman Hanauer and Mayor Langfelder

Mayor Langfelder introduced:

1) RESOLUTION IN SUPPORT OF EMERGENCY ACTIONS AND POLICIES.

Alderman Hanauer motioned to open this matter for discussion and Alderman Donelan seconded the motion. Much discussion was had between all council members, Corporate Counsel and the Mayor. After discussion, Alderman Hanauer motioned to move this matter into Committee and Alderman Proctor seconded the motion. (Later numbered as Agenda Item 2020-464.)

and,

2) AN ORDINANCE AMENDING CHAPTER 131 OF THE 1988 CITY OF SPRINGFIELD CODE OF ORDINANCES, AS AMENDED, BY ADDING SECTION 131.15 PERTAINING TO PUBLIC HEALTH REQUIREMENTS.

Immediate discussion opened with the council members, Mayor Langfelder, Chief Winslow, Chief Reyne and members of the audience which I will list separately below. A motion was made by Alderman Hanauer to add the amendments c and d with Alderman Redpath seconding the motion. Another motion was then made by Alderman Hanauer to pass as is and Alderman McMenamin seconded this motion. This motion passed with 8 yes votes, 1 present (Fulgenzi) and 1 no (McMenamin).

Public to address the Council:

Michael Higgins, Brad Cole, Rachael King (read by Alderwoman DiCenso) and Brandy Tolley. Tim Timoney was also present but did not speak.

Next, Mayor Langfelder entertained a motion for adjournment. The motion was made by Alderman Redpath and seconded by Alderman Hanauer. The motion passed on a voice vote of 10-0. The November 4, 2020 Special City Council Meeting adjourned at 8:43 PM.
