Village of Chatham Committee of the Whole Met June 8.

Here is the minutes provided by the committee:

A. Call to Order

1. Roll Call

Present: Chairperson Detmers; Trustee Mau; Trustee Ferguson; Trustee Chiaro; Trustee Scherschel; Village President Kimsey. Trustee Gerger was absent

Also in attendance: Village Administrator McCarthy; Village Attorney Moredock; Police Chief Foli and Village Clerk Holden

2. Public Comments Agenda Topics: If you have a Public Comments on Agenda Topics you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

B. Consent Agenda

1. Approve Minutes from Tuesday, May 11, 2021.

Trustee Mau made a motion to approve the consent agenda. This motion was seconded by Trustee Chiaro. The motion passed by an affirmative voice vote.

C. Old Business

No old business at this time.

D. New Business

1. CMT Engineering Updates

Pat McCarthy presented information given to him from Jim Michael from CMT.

a. The bidding for repairs to Oakbrook Avenue will be let on June 22, 2021.

b. CMT has submitted the paperwork for review for the overlay project for Plummer Blvd. This project will use Rebuild Illinois funds. The village should have a response soon.

Chairperson Detmers had a question about sidewalks on Dewberry Drive; certain pieces of sidewalk have not been completed. Administrator McCarthy has reviewed the letter of credit with the developers. He will work with CMT to determine was still needs completed and what the developer is still responsible for.

Trustee Mau had a question about the delay of the change to chloramines for the Souther Sangamon Water Commission. Administrator McCarthy stated that it was at the request of New Berlin and the Sangamon County Fair.

2. CEMA EOP Presentation

Trenton Thompson, the Director of the Chatham Emergency Management Agency provided a presentation on the update to the Emergency Operations Plan (EOP) for Chatham.

3. Village Manager Update

Ryan Crawford, with the Village of Chatham, provided information regarding a recent meeting of the Chatham Zoning Board of Appeals. The meeting of the Zoning Board of Appeals was to provide direction on a request for a zoning variance. Mr. Marty Morris of 10493 South Main Street in Chatham wanted to have the ability to put a shed in the street right of way. The Zoning Board of Appeals approved the variance with no opposition. Village Trustees had questions relating to the position of the shed and there was discussion about future development in the area. The formal ordinance for the variance will be drafted and will be brought to the Village Board for action.

Village Administrator McCarthy provided an update on the negotiations of both union contracts.

Village Administrator McCarthy also gave an update on the resumption of shut offs of electricity for late/lack of payment. 123 residences had their power shut off at the end of the month. As of Tuesday, June 8th, only 9 residences still have their power turned off. There were additional questions regarding communication of the upcoming shut offs and the action the village employees took. Village officials requested that Chatham citizens make sure that their most current telephone number is available. Also, it was requested that if any citizen has a doctor's order that their power can not be shut off that that order be copied and given to the utility office.

4. Public Property & Recreation Committee Discussion

No information provided since the Public Property & Recreation Committee has not met since the last meeting in May.

5. Utility Oversight Committee Discussion

Meeting is scheduled for Monday, June 14, 2021.

6. Public Comments Village Business: If you have a Public Comments on Village Business you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

Trustee Schershel wanted to clarify his comments from a previous meeting regarding the Summer Recreation Program. Trustee Schershel wanted it noted that the Trustees did not make the decision to not have a Summer Recreation Program because it was not discussed. There was general discussion about the need for a Summer Recreation Program and the need for input and review from the Trustees and the members of the Public Property and Recreation Committee.

Darlene Judd had a question regarding the percentage that was added to the utility bill if the payment was late. She thought it was a 10% fee but that it had dropped to 5% during the Covid-19 pandemic. Village officials stated that the rate is 10%. There was discussion about various payment plans that the Village has to offer.

Trustee Mau made a motion to adjourn. Trustee Chiaro seconded that motion. By an affirmative voice vote, the meeting was adjourned at 7:10 p.m.
