Village of Chatham Committee of the Whole Met July 13.

A. Call to Order
The meeting was called to order the Chairman Detmers at 6:55 p.m.
1. Roll Call
Present: Trustee Mau; Trustee Ferguson; Trustee Chiaro; Chairman Detmers; Trustee Gerger; Trustee Scherschel
Others Present: Village Administrator McCarthy; Village Attorney Moredock; Village Clerk Holden
2. Public Comments Agenda Topics: If you have a Public Comments on Agenda Topics you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.
There were no comments emailed or presented.
B. Consent Agenda
1. Approve Minutes from Tuesday, June 8, 2021.
A motion was made by Trustee Chiaro to place the Consent agenda on the table for consideration. This motion was seconded by Trustee Ferguson. The motion was passed by a voice vote.

D. New Business
1. CMT Engineering Updates
--Jim Michaels with CMT Engineering provided a draft copy of a sketch of a proposal to increase the number of parking spots in the parking lot at Community Park. This would increase the number of parking spots from 169 spots to 267 spots. Preliminary cost of this proposal would be around $340,000. This cost could be reduced with the use of Village employees.
--The bids for the improvements of the roads in Oakbrook Estates came in high. There would need to be a supplemental resolution to address the increased price. The direction from the board was to proceed with this project.
--Mr. Michaels provided an update on background work and request for funding for Pulliam Road I55 Interchange. This is a long term project and the steps taken are part of the preliminary work.
--Mr. Michaels also gave updates on sidewalk improvements and the overlay of Plummer (from Ptarmigan to Ravina Drive).
--Chairman Detmers asked about sidewalk completion on Dewberry. Village Administrator McCarthy noted that this area is one of the areas within the bidding process.
2. Village Manager Update
--Village Administrator McCarthy provided information on the proposal to for Branch Cleanup at the Village Branch Drop Area/Village Electric Shop property off of South Main. One bid came in from Terry Brown Excavating. The bid was for $36,000.
--Traffic Control devices at Walnut and Gordon and at Walnut and Park are not working correctly. The systems are old, and they are awaiting parts that are hard to find. It will get fixed as soon as the parts are found.
--Electric rates - Village Administrator McCarthy provided information on the current state of Electric Rates.
--Trustee Ferguson asked about the fire hydrant at the entrance to Breckenridge Estates. Dustin Patterson said he will have his crew take care of it.
3. Boil Order Post Mortem
-- There was an open discussion regarding what the process was to notify the public on the need for a boil order.
4. Change the number of pets we limit from 3 to 4?
--The Trustees discussed the request to increase the number of pets in Chatham. Currently, the village limits the number to 3, while the state limits it to 4. Village Attorney Moredock will do additional research and report back to the board.
5. Public Property & Recreation Committee Discussion
--Rollo Saucier provided information on the proposed dog park. Chatham Friends of the Park are proposing giving a grant to the Village of Chatham in order to construct a dog park at West Side Park.
--Chairperson Detmers provided information on the discussion that occurred at the Public Properties and Recreation meeting regarding the desire to have a Farmer's Market in Chatham. There is a lot that needs to occur for this project to be successful and there is a need for additional discussion and research. At the next Public Properties and Recreation meeting in September the Famer's Market will be a main topic.
--Skate Park - there is public interest in a skate park. This is a topic that will continue to be discussed as the proponents of the park raise money and gather support.
--Retention Pond - There was discussion at the recent Public Properties and Recreation meeting regarding the proposed Retention Pond off of South Main near the Village Electric Shop property. There are people that want to plant milk weed and other plants and allow this property to be a nature preserve prior to the construction of the retention pond. More discussion is needed with the Village staff.
6. Park Conditions
--There was some public concern about the condition of the parks. General discussion amongst the trustees regarding the upkeep of the parks.
7. Utility Oversight Committee Discussion
--The Utility Oversight meeting will be moved to the Monday before the Committee of the Whole meeting. Trustee Ferguson will fill the appointment on the Utility Oversight Committee.
