Village of Illiopolis Village Board met April 4.

Here are the minutes provided by the board:

Mayor Rogers called the meeting to order at 6:30 p.m. and led the Pledge of Allegiance.

A roll call was taken, all members were present except J. Swick. 

Agenda

The Agenda was adopted as presented.

Minutes

D. Koonce made a motion to approve the March 21st meeting minutes with M. Pevler seconding.  Motion carried 4-0-1 with J. DeVore abstaining. 

Visitors

Open Forum

Tony Caccomo mentioned that a couple of his properties have been sold. Wright Tree Service who does work for Ameren, are parking their trucks on his property.

Treasurer’s Report

C. Mitchell  went over the EJ Water management report with the board. 

Economic Development Report

D. Reinhart said that she had spoken with P. Weber about the Phase I environmental study. It was recommended to do a  phase II environmental study. 

D. Koonce made a motion to do a phase II environmental study with the cost not to exceed $4000.00 with R. Reed seconding. A roll call vote was taken, all Ayes, motion carried 5-0-0.

Engineering Report

Old Business

Items for the Employee handbook were discussed, it was tabled until the next board meeting

New Business

D. Koonce made a motion to donate $50 to the 4-H Easter Egg Hunt, with B. Honea seconding, motion carried 5-0-0.  D. Koonce made a motion not to raise the water rates, with J. DeVore seconding. Roll call all Ayes, motion carried 5-0-0.

Dilapidated Property

B. Honea mentioned that when work is completed on the house south of him on 4th street, it will be put on the market to be sold.                                                                                                                                                                    Comments

D. Koonce asked the mayor if he had been contacted about putting grass seed down on West Side Park and the mayor said he had not.  J. Devore mentioned that former mayor Robert Winters passed away. The mayor mentioned that he would email the board members Shirley Winters address should they wish to send her a card.   He also mentioned that a sympathy card would be sent on behalf of the village.

The mayor mentioned that after the last board meeting he was notified that the swing brackets for the swing set at Wabash Park were in need of replacement.  After further inspection he was told that the adult swings were faded and cracking and needed replaced.   All brackets and the swings that were ordered have arrived and need to be installed. The mayor mentioned that he contacted the RR about the RR ties that were discussed at the last board meeting.  He was told that they now belong to a private vendor and they would contact that vendor to find out when they would pick them up.  The issue that the village is having with a 4-wheeler was discussed.

D. Koonce made a motion to go into executive session at 6:54. For personnel and review of executive session minutes with B. Honea seconding. A Roll call vote was taken, all ayes, motion carried 5-0-0. B. Honea made a motion to come out of executive session at 7:13 with R. Reed seconding. A roll call vote was taken, all ayes, motion carried 5-0-0.

With the attorney’s recommendation, D. Koonce made a motion to approve the executive session minutes and to release the Jan 3rd, 2022 executive minutes and to keep confidential Nov 2nd, Nov 15th, Dec 6th of 2021 executive minutes and to retain confidentiality of all previous minutes and tapes and to dispose of recordings over 18 months old as provided by ordinance. R. Reed seconded. Roll call was taken, all ayes Motion carried 5-0-0..  D. Koonce made a motion to adjourn at 7:16 with B. Honea seconding.
