Village of Chatham Committee of the Whole met June 28.
Here are the minutes provided by the committee:
A. Call to Order
Village Clerk Holden called the meeting to order at 7:00 pm.
1. Roll Call
Present: Trustee Tim Nice; Trustee Meredith Ferguson; Trustee Carl Try; Trustee Brett Gerger; Trustee John Fletcher; Trustee Kirsten Chiaro; Village President Dave Kimsey.
Absent: No one.
Others Present: Village Manager Pat McCarthy; Village Attorney Greg Moredock; Police Chief Vern Foli; Village Clerk Dan Holden
2. An action item selecting a chair and vice chair for the Committee of the Whole
A motion was made by Trustee Gerger to nominate Trustee Chiaro as the Chair of the Committee of the Whole. This motion was seconded by Trustee Nice. By a unanimous vote of the Trustees present, the motion passed.
Trustee Kirsten Chiaro is the new Chair of the Committee of the Whole.
Chairperson Chiaro nominated Trustee Ferguson as the Vice-Chair of the Committee of the Whole. This nomination was seconded by Trustee Gerger. By a unanimous vote of the Trustee present, the motion passed.
3. Public Comments Agenda Topics:
There were no public comments at this meeting.
B. Consent Agenda
1. Approve Minutes from Tuesday, May 10th, 2022 - Committee of the Whole
A motion was made by Trustee Ferguson to bring the Consent Agenda to the table for discussion. This motion was seconded by Trustee Fletcher. By a unanimous voice vote of the Trustees present, the motion passed.
C. Old Business
There was no Old Business to discuss at this meeting.
D. New Business
1. CMT Engineering Updates
Trustee Gerger had a question for Mr. Michael, of CMT Engineering, regarding if new subdivisions are included in the grading system that determines when a road gets worked on and repaired. Mr. Michael stated that he didn’t believe that all new subdivisions are included. He also provided an overview of how the budgeting process works regarding money for road repairs.
Mr. Michael discussed the five major projects within the village that are at various stages of completion.
1. Playground
2. Pavilion
3. Fencing at West Side Park
4. Curbing for the Basketball Counts
5. Miscellaneous Sidewalks
Mr. Michael also gave an update on projects using Motor Fuel Tax (MFT) funds that will soon begin on Plummer Boulevard from Walgreens to Polecat Creek; Work that will begin on Gordon Drive from Oakbrook Avenue to Walnut.
Mr. Michael also noted that the Ravina Platt is being researched and preliminary research is being conducted on using ARPA funds for the proposed Pond Project on the south side of Chatham.
2. Village Manager Update
-Village Manager McCarthy discussed the bid process for leaf and branch pick up.
-There was discussion regarding the proposed development of houses east of the Presbyterian Church. This project was discussed at the recent Planning Commission meeting. The consensus of the Trustees was that this issue should move to the next step and have formal discussions at the next Regular Village Board meeting.
-Village Manager McCarthy also provided information on where in the Village the staff will be doing oil and chip road repair work in the near future.
Village Manager McCarthy also wanted to provide thanks to all of the Village staff who have worked so hard on the Village Budget. The Trustees were also very happy with the process and the information that was presented.
-Fireworks in Chatham will be at dusk on Saturday, July 2, 2022.
3. Public Property & Recreation Committee Discussion
There was no meeting of this committee. The next meeting will be on Monday, July 11, 2022.
4. Utility Oversight Committee Discussion
There was no meeting of this committee. The next meeting will be in August.
5. Public Comments Village Business:
There were no public comments regarding Village Business at this meeting.

G. Closing
1. Adjournment
Trustee Ferguson made a motion to adjourn the Committee of the Whole meeting. This motion was seconded by Trustee Try. By an affirmative voice vote of the Trustees present, the meeting adjourned at 7:30 pm.
