City of Petersburg City Council met May 2

Here are the minutes provided by the council:

I. CALL TO ORDER 

Mayor Rick Snyder called the City Council to order at 7:07 p.m. 

II. Installation of Officers 

Bruce Gorman and Michael Allison were given the Oath of Office as Alderman for their respective Wards. 

III. PRELIMINARY MATTERS 

A. Members present were Mayor Rick Snyder, Aldermen, Andrew Gain, Bruce Gorman, Rick Sonnemaker, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Jason Brokaw. Alderman Nathan Grosboll and Heidi Hiser were absent. 

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America. 

Alderman Grosboll arrived at 7:05 p.m. 

C. A motion was made by Alderman Allison and seconded by Alderman Gain to approve the agenda as presented. VOTES: Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. 

IV. CITY CLERK 

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. 

B. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the Omnibus for the minutes of the April 18, 2023 Regular Meeting, April 18, 2023 Regular Meeting Executive Session, April 24, 2023, Water Committee Meeting, April 25, Special Meeting, April 25, 2023 Finance Committee and April 25, 2023 Finance Committee Executive Session. VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED. 

C. Ordinance 2023-05 AN ORDINANCE ADDING SECTION 23-77.21 AND 23- 77.22 TO THE CODE OF ORDINANCES OF THE CITY OF PETERSBURG, ILLINOIS. Mayor Snyder explained the reasonbehind installing the stop signs. A motion made by Alderman Gorman seconded by Alderman Grosboll to approve Ordinance 2023-05 AN ORDINANCE ADDING SECTION 23-77.21 AND 23-77.22 TO THE CODE OF ORDINANCES OF THE CITY OF PETERSBURG, ILLINOIS. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED. 

V. HEARING OF CITIZENS 

A. Dan Williams and Bri Allison gave a brief a brief talk on the the River Front Development Project that his PREP Group has taken on. A motion made by Gorman seconded by Alderman Sonnemaker to accept the River Front Projects Plans. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED. 

B. Comments by Mayor Snyder about the DNR surveying the Dam on the Sangamon River for removal. 

C. Zane Kyes had comments about the issues of the Dam and issues with the bathrooms at Hurie Park. 

D. Ann Smith gave an update on construction on the Housing by the Middle School. 

VI. DEPARTMENTAL REPORTS 

A. Police 

1. Police Department Monthly Report. Chief Nichols gave the Monthly Report for April 2023. 

2. Assistant Chief Shamhart started yesterday. 

3. The 2019 Durango is back at Nichols for repair. 

4. The Department has gotten a Quote from Morrow Brothers Ford for a new Police Car. 

5. Looking for new radio's 

B. Fire 

1. Fire Department Report for April 2023. 27 total calls for the month. 

2. New truck is still on hold, may be July. 

C. Zoning 

1. TIFF application for Luck' ys On The Square. Total project is $7000.00. A motion made by Alderman Allison seconded by Alderman Gorman to approve the Tiff Application with monatory amount to be decided when budget is set. VOTES: Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. 

VII. OFFICERS' REPORTS 

A. Mayor's Report 

1. Discussion on a Festival by Doug Pope of the Broadgauge. He is wanting to close 7th street from Douglas north to Sheridan and Douglas Street from the Turn in at the Court House west to the alley behind Broadgauge for a Festival on June 24 from 3 p.m. till 12 a.m. VOTES: Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. 

B. Treasurer 

1. Set Budget Meeting. May 16, 2023 7:05 p.m. for the next Budget Meeting. 

None

1. Received the Menard County Animal Control Report for the first quarter of the year. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Menard County Animal Report for the first quarter 2023. VOTES: Grosboll, yes; Gain, yes; Snyder Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor declared the MOTION CARRIED. 

XII. ADJOURNMENT 

A motion was made by Alderman Gain and seconded by Alderman Allison to adjourn the meeting. VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:12 p.m.
