Menard County Board of Commissioners met June 13

Here are the minutes provided by the board:

The Menard County Board of Commissioners met on Tuesday, June 13, 2023 at 6:00 p.m. at the Menard County Courthouse, 102 S. Seventh Street, Petersburg, Illinois. Commissioners Bob Lott, Ed Whitcomb, Jeff Fore, Troy Cummings, and Rich Brauer were physically present. A quorum was present. County Clerk Martha “Marty” Gum, County Coordinator Dara Worthington, State’s Attorney Gabe Gros boll, and Sheriff Mark Oller were also present. Treasurer Pam Bauser was absent.

Chairperson Bob Lott called the meeting to order at 6:00 p.m.

Commissioner Brauer moved to approve the Regular Minutes from May 30, 2023 as well as the Special Meeting Minutes from June 9, 2023. Commissioner Fore seconded the motion. The motion carried unanimously.

Scheduled/Unscheduled Guests

David Jordan was present to voice his complaints and concerns about Indian Creek Farmstead, the business next door to his home, as well as the reaction of the Menard County Sheriff’s Department.

Highway Department’s Report/Request for Board Action

Corey Dowd, County Highway Engineer, presented the Board with an update on his department’s current projects.

Sheriff’s Report/Requests for Board Action

Sheriff Mark Oller was in attendance and reported to the Board that the current jail census was at a total of 9 inmates. Sheriff Oller also advised the Board of the following: all of the toilets have been installed in the jail; mediation is attempted with Indian Creek and the neighbor, and the Greenview Police Department is contracting with Athens Police Department for coverage with hours which fall outside of Athens coverage then being covered by the Sheriff’s Department.

County Clerk’s Report/Requests for Board Action

County Clerk Gum was in attendance and presented a liquor license for the Menard

County Fair, Inc. for review and approval. Commissioner Cummings moved to approve the liquor license. Commissioner Fore seconded the motion. The motion carried unanimously.

State’s Attorney Report/Requests for Board Action

State’s Attorney Grosboll was in attendance and advised the Board that he recently attended the State’s Attorney Conference reporting that the Safety Act was not covered.

County Coordinator’s Report/Requests for Board Action

Coordinator Worthington was in attendance and discussed items such as: DCEO grants update, GATA update, SAM Registration for new year updated, Ryan Electric update Countryside Estates updates, Craig Reincke resigned from the CIEDA Board and Dick Moss has agreed to sit on the Board; Public Building Study Group, Community Report re: ARPA, Board Committee Meetings and member compensation per meeting, Sunny Acres Nursing Home Pole Barn update, Cresco Funds and Room Rates at Sunny Acres Nursing Home.

Coordinator Worthington requested that Executive Session Minutes from May 28, 2019 and November 29, 2022 remain closed. Commissioner Fore moved to approve the request. Commissioner Whitcomb seconded the motion. The motion carried unanimously.

Individual Board Members – Report/Requests for Board Action

Commissioner Brauer advised the Board that there have been complaints of traffic cutting through the park to enter and exit Route 97 and the rate of speed the traffic is traveling. He inquired of the Sheriff if the radar machine could be placed somewhere in the park area.

Chairman Lott and Commissioner Fore discussed with the Board the need to spend some of the ARPA Funds on the dome of the Courthouse.

Ordinance 23-23 – ARPA Spending Authorization for CentralSquare Community

Involvement Pack. Commissioner Brauer moved to approve. Commissioner Whitcomb seconded the motion. The motion carried unanimously.

Adjournment

With no other business coming before the Board, Commissioner Cummings moved to adjourn the meeting at 7:22 p.m. Commissioner Brauer seconded the motion. The motion carried unanimously.
