City of Petersburg City Council met July 5.

I. CALL TO ORDER
Mayor Rick Snyder called the City Council to order at 7:00 p.m.
II. PRELIMINARY MATTERS
A. Members present were Mayor Rick Snyder, Nathan Grosboll, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman and Treasurer David Frick. Aldermen Heidi Hiser was absent.
B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the agenda as presented.
VOTES: Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
III. CITY CLERK
A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve payment of the bills as listed on the Warrant List and Accounts Payable.
VOTES: Gorman, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
B. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the minutes of June 20, 2023 Regular Meeting.
VOTES: Grosboll, yes; Gain, abstain; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
IV. HEARING OF CITIZENS
A. Liz Carter is seeking the closure of streets at the intersection of 7th and Douglas for an Outdoor Concert with Chasing Denver on October 5, 2023 from 4:00 p.m. to 10:00, a singing group that they have had here before. A motion made by Alderman Gorman seconded by Alderman Grosboll to allow for the street closure
VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
V. DEPARTMENTAL REPORTS
A. Police
1. Chief Nichols gave the Police Report for June 2023. It was a busy month by the numbers. The new Tazers have arrived. We need to get with a trainer for training. Question asked about fireworks issues over the 4th. There weren't that many issues.
B. Fire
1. Eric Hubner was here for the Fire Department Report for June 2023. The department went on 31 calls for the month of June. The department golf outing to raise money for the JC Park Revitalization Project.
C. Water
1. Recommendation to lower Out of Town Tap Fees. A motion made by Alderman Allison seconded by Alderman Sonnemaker to lower the Out of Town Tap Fee to $2250 to better align with the percentage rate of Out of Town vs. In Town plus the cost of materials.
VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Grosboll, abstain. Mayor Snyder declared the MOTION CARRIED.
D. Street
1. Bid on Oil and Chip Program. A motion made by Alderman Gain seconded by Alderman Grosboll to approve IRC, Inc with the winning bid of $47,640.00 for the Oil and Chip Program for the City Streets.
VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
E. Zoning
1. TIF Applications Thomas Property. The Thomas Property in the 300 block of E. Sangamon St. has 5 Façade and 3 Assistance projects. requesting $23,074.00 in façade and $134,899.00 in assistance. A motion made by Alderman Gorman seconded by Alderman Grosboll to approve $21,500 for the 5 Façade Applications FY 23/24 and $25,000 a year for two years for the 3 Finance Assistance Applications beginning FY 24/25.
VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, abstain. Mayor Snyder declared the MOTION CARRIED.
VI. OFFICERS' REPORTS
A. Mayor's Report
1. Ash Tree Treatment Program. A motion made by Alderman Allison seconded by Alderman Gain to approve the treatment of the Ash Trees for $3800.00.
VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
2. Handicap Parking Rehab Center and Styles-N-More. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Handicap Parking for Rehab Center and Styles-N-More.
VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
3. Recommendation for Water Superintendent. Mayor Snyder would like Council approval to appoint Korrie Davis to the Position of Water/Sewer Superintendent for the City. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the Mayor's appointment of Korrie Davis as Water/Sewer Superintendent effective July 24, 2023.
VOTES: Gain, yes; Allison, yes; yes; Sonnemaker, yes; yes; Gorman, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED.
B. Treasurer
1. Ordinance 2023-08 AN ORDINANCE ADOPTING THE ANNUAL APPROPRIATION FOR THE CITY OF PETERSBURG, ILLINOIS FOR THE FISCAL YEAR MAY 1, 2023 TO APRIL 30, 2024. A motion made 2024. A motion made by Alderman Allison seconded by Alderman Gorman to approve Ordinance 2023-08 AN ORDINANCE ADOPTING THE ANNUAL APPROPRIATION FOR THE CITY OF PETERSBURG, ILLINOIS FOR THE FISCAL YEAR MAY 1, 2023 TO APRIL 30, 2024.
VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
