Public Notice is hereby given that the City of Springfield, Illinois, will make available for public review and comments its FY 2022 annual performance report for HUD funding, including its Community Development Block Grant (CDBG) and Home Investment Partnerships Grant (HOME). This report summarizes the City's use of federal funding to address its community development and affordable housing needs.
Public Notice is also given that the City of Springfield, Illinois, is proposing to substantially amend its 2023 Annual Action Plan to add a new proposed project to the budget.
The City is proposing to reprogram $1.25 million for prior year allocations to infrastructure improvements associated with the redevelopment of the Poplar Place housing subdivision.
Copies of the FY2022 annual report and the proposed amendments to the FY2023 Action Plan will be available for review beginning September 11th at the following accessible public places: Lincoln Library-326 South 7th; Office of the City Clerk, Room 106, Municipal Center West 300 South 7th; Sangamon County Health Department 2833 S Grand Ave E, Springfield, IL 62703, and Office of Planning & Economic Development, 800 East Monroe, Room 107 and posted on the City's web site. The City will accept and respond to comments received before 4:30 PM on September 26th, 2023 for the annual report. The City will accept and respond to comments received before 4:30 PM on October 12th, 2023 for the proposed substantial amendment to the FY2023 Action Plan. The preferred method for submitting comments is to send them via email to: info.OPED@springfield.il.us.
PUBLIC HEARING
The City of Springfield, Illinois, will conduct a Public Hearing on September 11th, 2023 at 10:30 am on the third floor Council Chambers of Municipal Building-West Municipal Center West, 300 S. Seventh Street, Room 301, Springfield, IL 62701. The purpose of this Public Hearing is to receive oral statements and comments regarding the City's FY2022 annual report and the proposed substantial amendment to the FY2023 Action Plan. Interested agencies, groups, organization and individuals, particularly those persons who may benefit from CDBG/HOME funded programs, are urged to attend this Public Hearing. The City of Springfield Council Chambers are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate citizens in order for them to
participate in the public hearing, please call the Office of Planning and Economic Development, at (217) 789-2377 to make those arrangements, or for the hearing impaired call City Clerk at (217)789-2216.
