Village of Pawnee Board of Trustees met July 10.

Here are the minutes provided by the board:

Call to Order: 

• President Clarke called the meeting to order at 7:00pm

Roll Call: 

• Village Clerk, Devona Martin called roll

• Trustees in attendance: Dale Walters, Phillip Thompson, Troy Grant, Patrick Murphy, David Skinner, Brian Whitlow

• Trustees Absent: none

• Also in attendance: Attorney Don Cravens, Treasurer Brent Wise, Candy Kramer with the Pawnee Post, Chief Barclay Harris

Visitor's Recognition/Comments:

• none

Clerk's Report: 

• Minutes of June 26, 2023 were presented for review and approval

Motion made by Trustee Murphy to approve the minutes of June 26, 2023 as presented Second made by Trustee Skinner

Roll Call Vote Taken: Walters-yes, Thompson-yes, Grant-yes, Murphy-yes, Skinner-yes, Whitlow-yes

Motion Carried: (6-0)

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner 

• Trustee Skinner presented the bills payable for the week ending July 10, 2023 in the amount of $657,817.32. Of this amount, $465,000 was for the water main project.

Motion made by Trustee Skinner to approve the bills payable for the week ending July 10, 2023 in the amount of $657,817.32

Motion Carried: (6-0) 

• Trustee Skinner advised the annual Otter Lake meeting is tomorrow.

Gas and Water Committee Report: Committee Chair, Trustee Whitlow 

• Trustee Whitlow advised that there were 2 shut offs this month. He also advised the Board that CTI just punctured a water main at 5th and Sherman.

• Trustee Whitlow advised he would like approval to purchase a new odorizer. The one they currently have was new in 1976. He has a bid for $66,000. This device ruts the smell of rotten eggs in the gas. The older unit is not maintaining the current requirements. There is a line item in the budget for the purchase of this item. It will take approximately 2 months to get.

Motion made by Trustee Whitlow to purchase a Pulse By-Pass Odorizer from USDI not to exceed $70,000.00

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Grant 

• Trustee Grant presented the MFT in the amount of $54,200. This is bid through Louis Marsch for the rock and chip.

Motion made by Trustee Grant to approve the motor fuel in the amount of $54,200 for rock and chip by Louis Marsh. Also included in the motion is to allow President Clarke and Clerk Martin to sign any documents related to this

Police Committee Report: Committee Chair, Trustee Skinner 

• Chief Barclay Harris presented the monthly police report.

Sewers and Parks Committee Report: Committee Chair, Trustee Thompson 

• Trustee Thompson advised he heard the Fireworks went well.

• President Clarke advised it was the biggest crowd we've had. He also gave a special thanks to the Pawnee Fire Department, Pawnee Police Department and the Assembly of God family.

Zoning Committee Report: Committee Chair, Trustee Murphy 

• Trustee Murphy advised he is still dealing with Sangamon County on the 3 problem properties through the intergovernmental agreement. He is hoping to have them removed by October.

Bargaining Committee Report: Committee Chair, President Clarke 

• No report

Energy Committee Report: Committee Chair, President Clarke 

• No report

Infrastructure Committee Report: Committee Chair, President Clarke 

• No report

Unfinished Business: 

•None

New Business: 

• Reviewed the annual budget.

Motion made by Trustee Skinner to approve the annual budget as written. This is ordinance 23-13.

Motion Carried: (6-0)

• Trustee Skinner advised he was called by a parent asking for sponsorship for some type of Miss Teen competition. He advised part of the process is to try to get sponsorship from your municipality. The entry fee is $100. He does not believe we should pay the entry fee but suggested we sponsor them in name only. This person sang the National Anthem at Memorial Day the last few years. Trustee Thompson advised we could consider the singing of the National Anthem as a monetary value and pay the $100 fee based on past services rendered. Consensus was to do this.
