Village of Illiopolis Board of Trustees met Feb. 5.

Here are the minutes provided by the board:

Mayor Rogers called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.

A roll call was taken, all members were present .

Agenda

The agenda was adopted as presented.        

Minutes

R Reed made a motion to approve the January 2, 2024 meeting minutes seconded by S. Mc Intyre.  all ayes Motion carried 6-0-0    

Visitors

S Flach from MG Engineers gave an update on the new Storm Sewer Grant. He said the grant application has been submitted and there aprox. 80 applicants. Decision should be made by the end of the summer as to who gets the grants. He also gave an update on the possible solutions to putting sewer in South Staff area. The Sunny View committee will be coming to the meeting to discuss options with the Board. S Flach also gave an update on the sewer plant consolidation  and elimination of the NPDES permit. Different options were presented and information given to board members to review. R Reed asked if the construction company would be taking care of the dips in the new blacktop patching that was done. S Flach responded that the work is still under warranty and should be fixed.

Discussion was held on the water pooling at the property on Matilda street. It was decided that IRWA will come out and camera the line and the Village will investigate the sink hole and tree situation and the possibility of removing the tree.

Open Forum

Toby Schulte asked the board what can be done about his neighbors dog constantly barking. Mayor Rogers will contact the owner and see if a solution can be found.

Trustin Harrison the Zoning Administrator for Sangamon County was present and informed the board that a new state law will make building codes mandatory. He told the board about possible solutions to that new law. One is to hire an inspector another is to get an Intergovernmental agreement with Sangamon County. The new law takes effect in 2025 so there is time to research the options. 

Treasurer’s Report

C Mitchell gave the monthly report for December since the January meeting was cancelled. She also gave an update on the past due water accounts and non payment of reconnection fees. Mayor Rogers said that if need be he would put liens on properties. It was also presented to work with PSB to make the Village a business account for online access with a fee. D Koonce made a motion to proceed with the making of the Village accounts with PSB business accounts for online access. J Devore seconding  All ayes

D Koonce made a motion to accept the treasurers report with B Honea seconding All ayes Motion carried 6-0-0

Economic Development Report

R Reed reported that there will be an informational meeting on the proposed Gun Range during the regular meeting on March 4th at 6 pm. It will be in the paper and posted to Illiopolis Info page on Facebook.  He also reported that the DCEO Grant for the fire hydrants is ready to go except for one document.  An update was given on Ameresco’s progress.  R Reed presented to the board the list of Village equipment that possibly needs replaced and how to proceed with that.

Mayor Rogers said he has contacted 5 different companies about appraising properties. Taft has done prior appraisals with the Village and his price is very completive. D Koonce made a motion to hire Taft to appraise Village properties with J DeVore seconding. All Ayes Motion carried   6-0-0.

D Koonce made a motion to approve a $50 donation to the Sangamon Valley PTO with S McIntyre seconding. Motion carried All Ayes 6-0-0

Board members were asked to review the Employee Handbook and see if any changes were to be made. S McIntyre asked for clarification on the discipline policy to see if is it progressive or if each item is treated separately. Attorney Segatto said that the policy is progressive. No changes were made to the Employee Handbook at this time.

Dilapidated Property

M Peevler brought up that a resident was complaining about the condition of their property after the storm sewer project was done. Mayor Rogers said he will contact Public Works again about getting something done at the property

Mayor Rogers told the board that he is looking into a couple of areas to put the dumpsters for the Clean Up day. He also mentioned that he has been in contact with Ameren concerning security cameras on utility poles. Mayor Rogers also said he was asked by Rod Mitchell to assist the school with preparing the track using the Village John Deere and box sled. Board members approved the use of village equipment operated by Rod Mitchell, to assist the school in preparing the track  

S McIntyre made a motion to adjourn at 7:23pm with M Peevler seconding All ayes motion carried  6-0-0.
