City of Petersburg City Council met March 5

Here are the minutes provided by the council:

I. CALL TO ORDER 

Chairman Andrew Gain called the City Council to order at 7:00 p.m. 

II. PRELIMINARY MATTERS 

A. Members present were Aldermen Tia Baugher, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Jason Brokaw. Absent were Mayor Rick Snyder and Alderman Heidi Hiser. 

B. Chairman Andrew Gain led the Council in the Pledge of Allegiance to the Flag of the United States of America. 

C. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the agenda as presented. VOTES: Sonnemaker, yes; Gorman, yes; Baugher, yes; Gain, yes; Allison, yes. Chairman Gain declared the MOTION CARRIED. 

III. CITY CLERK 

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Chairman Gain declared the MOTION CARRIED. 

B. A motion was made by Alderman Sonnemaker and seconded by Alderman Gorman to approve the minutes of February 20, 2024 Regular Meeting. VOTES: Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Chairman Gain declared the MOTION CARRIED. 

C. A motion made by Alderman Gorman seconded by Alderman Gain to approve the minutes of the February 29, 2024 Water Committee. VOTES: Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Chairman Gain declared the MOTION CARRIED. 

IV. HEARING OF CITIZENS 

A. Greg Tibbs - had questions and comments about the no parking signs on Monroe Street. 

B. Darren Palmer - Paster of Faith Church would like to do a Carnival Type event at Hurie Park on August 3, 2024. 

C. Mark Zanger - Discussed the Car situation on Monroe during drop off and pick up of Elementary School Students. 

V. DEPARTMENTAL REPORTS 

A. Police 

1. Chief Mike Nichols gave the Report for the month of February 2024. The person missing since January 31, 2024 has been found. 

B. Fire 

1. Chief Pat Rebbe gave the Report for the month of February 2024. Ran a total of 26 calls. Had an oil spill on the Sangamon River Bridge which closed it down for a while. The Engine we are purchasing from FDNY has been inspected but we have not heard the results. So still working on completing that purchase. 

C. Zoning 

1. Zoning Admin. Duey Blair Gave the Report for February 2024. 

Kevin Thomas Buzz'n Bean Coffee Company wants to open in the old Pizza Hut building and requests to install a drive thru window off of 4th Street next to the Railroad Tracks. Discussion held and the owner should contact the Railroad to seek use of their Right of Way. 

D. Water 

1. Water Main Contract. Discussion on Water Main from 6th Street and Adams Street south for about 1000 feet. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to accept the bid from Petersburg Plumbing & Excavating, LLC for $164,970.00 for the Rt. 97 4" Water Main Replacement. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; 

Baugher, yes. Chairman Gain declared the MOTION CARRIED. 

VI. OFFICERS' REPORTS 

A. Mayor's Report 

1. Resolution 2024-01 A RESOLUTION WAIVING THE REQUIREMENTS OF 

SECTION 4,5,AND 6 OF THE LOCAL GOVERNMENT PROFESSIONAL SERVICES SELECTION ACT. A motion made by Alderman Gorman seconded by Alderman Baugher to approve Resolution 2024-01 A RESOLUTION WAIVING THE REQUIREMENTS OF SECTION 4,5,AND 6 OF THE LOCAL GOVERNMENT PROFESSIONAL SERVICES SELECTION ACT. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Baugher, yes; Gain, yes. Chairman Gain declared the MOTION CARRIED. 

2. Resolution 2024-02 A RESOLUTION APPROVING THE EXECUTION AND DELIVERY OF PROPOSAL FOR PROVIDING PROFESSIONAL ENGINEERING, SURVEYING AND TECHNICAL SERVICES. A motion made by Alderman Gorman seconded by Alderman Allison to approve Resolution 2024-02. A RESOLUTION APPROVING THE EXECUTION AND DELIVERY OF PROPOSAL FOR PROVIDING PROFESSIONAL ENGINEERING, SURVEYING AND TECHNICAL SERVICES. VOTES: Sonnemaker, yes; Gorman, yes; Baugher, yes; Gain, yes; Allison, yes. 

Chairman Gain declared the MOTION CARRIED.
