Village of Chatham Village Board met June 11

Here are the minutes provided by the board:

A. Call to Order

Village President Dave Kimsey called the meeting to order at 6:00 p.m.

3. Roll Call

Present: Village Trustee Kristen Chiaro; Village Trustee Carl Try; Village Trustee Tim Nice; Village Trustee Meredith Ferguson; Village President Dave Kimsey

Absent: Village Trustee Brett Gerger; Village Trustee John Fletcher

Others Present: Village Manager Pat McCarthy; Village Attorney Lisa Petrilli; Police Chief Vern Foli; General Foreman Dustin Patterson; Kayla Piehl, Chief Budget Officer and Treasurer; Village Clerk Dan Holden

4. Public Comments Agenda Topics:

A motion was made by Trustee Ferguson to suspend the rules. This motion was to allow Emily Legner, from Memorial Health, to present information on the Community Emergency Services and Support Act (CESSA) which deals with mental and behavioral health services. This motion was seconded by Cary Try. The motion passed by an affirmative voice vote of the members present.

Les Morgan, with the Chatham American Legion and the Chatham VFW, stated that the Legion Carnival was a success. He also noted the following events and activities will be occurring in the weeks ahead:

-the VFW will have coffee and donuts each Saturday morning from 8:00 a.m. to 10:00 a.m.

-6/13/24 – Pancake and Sausage Breakfast at the VFW from 8:00 a.m. to 11:00 a.m.

-6/28/24 – Music Bingo at the VFW

- 7/4/24 – Reading of the Declaration of Independence at the Veteran’s Memorial Park at noon.

There was no Old Business discussed at this meeting.

C. New Business

1. ORDINANCE NO. 24-18 WAIVING THE PARK REGULATIONS TO ALLOW ALCOHOLIC BEVERAGES AT CERTAIN VILLAGE PARKS FOR following days JULY 1, 4, 18, 19, 20, 2024 FOR THE CHATHAM JAYCEES

A motion was made by Trustee Nice to bring Ordinance 24-18 to the table for discussion. This motion was seconded by Trustee Try. By a 4-0-0-2 vote, the motion passed. The vote was as follows: Trustee Nice – yes; Trustee Ferguson – yes; Trustee Chiaro – yes; Trustee Fletcher – absent; Trustee Gerger – absent; Trustee Try – yes.

2. ORDINANCE NO. 24-19 ACCEPTING BID FOR FENCING AT PICKLEBALL COURTS

A motion was made by Trustee Nice to bring Ordinance 24-19 to the table for discussion. This motion was seconded by Trustee Chiaro.  By a 4-0-0-2 vote, the motion passed. The vote was as follows: Trustee Nice – yes; Trustee Ferguson – yes; Trustee Chiaro – yes; Trustee Fletcher – absent; Trustee Gerger – absent; Trustee Try – yes.

3. ORDINANCE NO. 24-20 ACCEPTING QUOTE FROM PETERSBURG POWER WASHING INC. FOR PRESSURE WASHING AND PAINTING THE VIADUCT

A motion was made by Trustee Nice to bring Ordinance 24-20 to the table for discussion. This motion was seconded by Trustee Try. By a 4-0-0-2 vote, the motion passed. The vote was as follows: Trustee Nice – yes; Trustee Ferguson – yes; Trustee Chiaro – yes; Trustee Fletcher – absent; Trustee Gerger – absent; Trustee Try – yes.

4. RESOLUTION NO. 40-24 AMENDING RESOLUTION NOS. 06-24 AND 07-24 CHANGING THE EFFECTIVE DATE FROM JUNE 1, 2024, TO AUGUST 1, 2024

A motion was made by Trustee Chiaro to bring Resolution 40-24 to the table for discussion. This motion was seconded by Trustee Try. By an affirmative voice vote of the members present, the motion passed.

D. Consent Agenda

2. Tuesday, May 28th, 2024, Regular Board Minutes

A motion was made by Trustee Ferguson to bring the Consent Agenda to the table for discussion.  This motion was seconded by Trustee Chiaro. By a 4-0-0-2 vote, the motion passed. The vote was as follows: Trustee Nice – yes; Trustee Ferguson – yes; Trustee Chiaro – yes; Trustee Fletcher – absent; Trustee Gerger – absent; Trustee Try – yes.

E. Public Comments Village Business:

1. Public Comments Village Business:

Steve Zho, owner of several businesses in Springfield, is opening Wing Madness restaurant in Chatham. He addressed the Village Board requesting a liquor license. 

F. Next Scheduled of Meeting

1. Village Board 6:00 PM Municipal Hall June 25th, 2024

G. Closed Session

1. Personnel under 2(c)(1)

2. Collective Negotiating Matter (2)(c)(2)

3. Litigation under 2(c)(11)

4. Setting the price for sale of public property (2)(c)(6).

5. Review of Closed Session Minutes 2(c)(21)

6. The executive session will be pursuant to 5 ILCS 120/2(c)(5) “The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.”

There was no need for Closed Session during this Village Board meeting.

H. Closing

1. Adjournment

A motion was made by Trustee Nice to adjourn the Regular Village Board meeting. This motion was seconded by Trustee Chiaro. By an affirmative voice vote of the trustees present, the motion passed, and the meeting adjourned at 6:26 p.m.
