Village of Pawnee Board of Trustees met June 24

Here are the minutes provided by the board:

Call to Order 

▪︎ President Clarke called the meeting to order at 7:00 p.m. 

Roll Call 

▪︎ Deputy Clerk Cynthia Kramer called roll 

▪︎ Trustees in attendance: Dale Walters, Phillip Thompson, Troy Grant, Patrick Murphy, and David Skinner 

Absent: Trustee Brian Whitlow, and Clerk Devona Martin 

▪︎ Also, in attendance: Treasurer Brent Wise, Streets Supervisor Jeff Schober, Police Chief Barclay Harris, and guest Lee Hebert-Oriden Power, a full-service renewable energy developer. 

Recognition/Comment/s of Visitor/s 

▪︎ Lee Hebert-Oriden Power. He met briefly with board members during a simple meet and greet while presenting information pertaining to Oriden Power and noting that any Oriden renewable energy source, if considered, would be located 100% within the Pawnee School District. 

Clerk's Report 

▪︎ The minutes of June 10, 2024, were presented for review and approval. 

Motion was made by Trustee Murphy to approve as presented the minutes of June 10, 2024, as presented.

Motion Carried (5-0) 

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner 

▪︎ Trustee Skinner presented bills payable of $198,964.29 for the week ending June 24, 2024 for review and approval. 

Motion made by Trustee Skinner to approve the bills payable for the week ending June 24, 2024, in the amount of $198,964.29. 

Second by Trustee Thompson 

Roll Call Vote Taken: Walters-yes, Thompson-yes, Grant-yes, Murphy-yes, and Skinner-yes. Motion Carried (5-0) 

▪︎ Treasurer Brent Wise did not submit a monthly budget comparison report, however, he did present a revenue report which included the following: the Investment Report dated 5/24, the Available Funds Report dated 5/24, and the confirmation of deposited funds. Motion made by Trustee Skinner to approve the Investment Report as presented.

Gas and Water Committee Report: Committee Chair, Trustee Whitlow 

▪︎ No report, however, Village President Jeff Clarke did inform board members that the Village finally received the $50,000 grant issued by State Senator Steve McClure. 

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Grant 

▪︎ Overlay Project. Three village streets were designated for overlay, Doc Norris, Marianne, and Brenda Drive. The village received bids from Kuhn to overlay all three streets for the amount of $640,000, however, if the Village would do all three streets at the same time, the Village would receive a discount. Trustees also discussed a second option, to overlay only two of the three streets, Brenda and Marianne, as Doc Norris was in good condition, thus saving the village a considerable amount of money, leaving the village in good fiscal standing. After discussion, trustees decided option two would be in the best interest of the village. 

Motion made by Trustee Grant to approve overlaying Brenda Drive and Marianne for an amount not to exceed $350,000.

▪︎ Grant noted that summer help was busy cleaning out gutters and cleaning streets. 

Police Committee Report: Committee Chair, Trustee Skinner 

▪︎ Pawnee Police Chief Barclay Harris submitted the monthly Police Report for review and approval. He added the additional information: May 9, Pawnee Police Department qualified with pistols at the Illinois State Police shooting range; May 20, the Pawnee Police Department did night shoot training at the Illinois State Police shooting range; and May 30-June 1, Police were present during Pawnee Prairie Days which was a successful event. 

Motion made by Trustee Skinner to approve the police report as presented.

Sewers and Parks: Committee Chair, Phillip Thompson 

▪︎ Vac truck is already approved, the IRWA to do sledge testing, and a lift station valve broke and was replaced at San Terra 

Zoning Committee Report: Committee Chair, Trustee Murphy 

▪︎ Building Permits: The Village received several requests for building permits. 408 Harrison, resident requested to build an oversized garage. A Zoning Board hearing is scheduled immediately prior to the July 8 Village Board meeting and at 1525 N. Forth, to construct a backyard gazebo. 

▪︎ Food Truck Ordinance: Trustees received an Ordinance pertaining to the issue of Food Trucks. Zoning Committee Chair Pat Murphy stated that he was unhappy with the section/s pertaining to location. After some discussion trustees came to a consensus that food trucks would not be permitted in residential neighborhoods, or historical areas such as the Village Square; that the Village would issue three (3) annual permits/licenses and have the option to issue additional temporary or special event permits/licenses as requested. The ordinance also covers such items as catering, process to apply, and associated fees. 

Motion made by Trustee Murphy to approve Ordinance 24-04, with a new section on location, regulating food trucks within the Village of Pawnee 

Second by Trustee Thompson

Ad Hoc Committees 

▪︎ Committee reports were not given for the Bargaining Committee, Energy Committee, and the Infrastructure Committee. 

Unfinished Business 

▪︎ Watermain Replacement Project-Pay Request #9, Petersburg Plumbing and Excavation Motion made by Trustee Murphy to approve Watermain Replacement Project pay request #9, in the amount of $154,000. 

Second by Trustee Skinner

New Business 

▪︎ Presentation of Annual Appropriation Ordinance. The ordinance will be available for public viewing at the Village office and will be published for public viewing in the Auburn Citizen prior to trustees voting on the ordinance during the July 22, 2024 Village Board meeting. 

President's Comments 

▪︎ President Clarke noted that the Village needs to transition aged equipment, as such, the truck used by Steve Haney will transition to ESDA. 

▪︎ He also acknowledged and congratulated local Pawnee girl, Claire Oliver, named Sangamon County Queen 2024.

▪︎ Motion by Trustee Murphy to hire Amanda Sunley as full time officer, Pawnee Police Department, with probationary period and transition school.

▪︎ Motion by Trustee Skinner to permit Chief Harris to hire up to two (2) part-time officers, Pawnee Police Department, and send to the part-time academy if needed.
