City of Petersburg City Council met Aug. 20

Here are the minutes provided by the council:

I. CALL TO ORDER 

Mayor Rick Snyder called the City Council to order at 7:00 p.m. 

II. PRELIMINARY MATTERS 

A. Members present were Mayor Rick Snyder, Aldermen Neil Conklin, Tia Baugher, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Jason Brokaw. 

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America. 

C. A motion was made by Alderman Gorman seconded by Alderman Baugher to approve the agenda as presented. VOTES: Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes; Gain, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. 

III. CITY CLERK 

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gain seconded by Alderman Gorman to approve payment of the bills bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Conklin, yes; Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. 

B. A motion was made by Alderman Sonnemaker seconded by Alderman Gain approve the minutes of August 2024 Regular Regular Meeting as corrected. VOTES: Conklin, Conklin, yes; yes; Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, abstain. Mayor Snyder declared the MOTION CARRIED. 

IV. HEARING OF CITIZENS 

A. Abby Simmons ― JayCee's Halloween Parade presented a street closing request for October 19, 2024 to block off 7th Street from Taylor to Douglas from 3:30 p.m. to 4:15 p.m. for the parade and block Douglas at 6th st. Douglas at 7th St. from 3:30 p.m. to 6:00 p.m. for business to hand out candy to Trick or Treaters. By consensus the council will allow the closure. 

V. DEPARTMENTAL REPORTS 

A. Water 

1. Collector's Report ―  Georgia presented the Collector's Report for July 2024. The Department sold 1,675,000 less gallons of water than last July. Which makes revnue down by $23,700.00 for the Month and $21,000.00 for the year. There are 2 leak adjustments and 2 payment agreements. A motion made by Alderman Gorman seconded by Alderman Gain to approve the the Collector's Report for July 2024, adjustments and agreements as presented. VOTES: Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Conklin, yes. Mayor Mayor Snyder declared the MOTION CARRIED. 

2. Superintendent's Report ―  Korrie Davis on Vacation Mayor Snyder read the report for July 2024.

3. Promotion ―  Chief of Police Mike Nichols promoted Officer Michael Dosier to Sergeant Dosier. 

B. Street 

1. Superintendent's Report Brian Whitehurst gave the report for July 2024. 

2. T&C Womans club would like to replace the roof on the pavilion to match the roof on the bathroom. Robin Sullivan is spearheading the project and will bring down an estimate. 

3. Gazebo Painting ― The Garden Club would like to gwet the Gazbo painted and Korrie had good intentions of doing it ourselves but has ran out of time. Has 2 bids from local painters to do the work. Charles R. Hubbard LTD bid $2,700.00 Labor & Materials. JB Painting bid $4410.00 labor only. A motion made by Alderman Gain seconded by Alderman Allison to accept Charles R. Hubberd's bid of $2,700.00 for painting the Gazbo and asking if the City could have the option of purchasing the paint. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes. Mayor Snyder declared the MOTION CARRIED. 

4. Oil and Chip program will start the first of September. 

VI. OFFICERS' REPORTS 

A. Mayor's Report 

1. Teacher and Bus parking on Monroe. Discussion held on teachers parking on north side of Monroe Street and angle parking of buses between 11th and 12th street. No motion made to change parking restrictions so restrictions stay the same. 

2. The Mayor handed out a model Ordinance from the IML regarding regulating public camping for alderman to look at for future passage. 

3. The Mayor handed out a model Ordinance from Athens regarding creating a section of City Code titled Solar Regulations for alderman to look at and consideration. 

4. The Mayor discussed the City creating the Ordinance to recover the sales tax from the State of Illinois. 

5. Discussion of increasing the salutation fee for door to door sales. 

B. Treasurer 

1. Treasurer's Report ― David Frick presented the Treasurer's Report. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Treasurer's Report as presented. VOTES: Gorman, yes; Conklin, yes; Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. 

2. Ordinance 2024-10 ―  Ordinance 2024-10 AN ORDINANCE ADOPTING THE ANNUAL APPROPRIAION FOR THE CITY OF PETERSBURG, ILLINOIS FOR THJE FIXCAL YEAR MAY 1, 2024 TO APRIL 30, 2025. A MOTION MADE BY Alderman Gorman seconded by Alderman Conklin to approve Ordinance 2024-10 AN ORDINANCE ADOPTING THE ANNUAL APPROPRIAION FOR THE CITY OF PETERSBURG, ILLINOIS FÖR THJE FIXCAL YEAR MAY 1, 2024 TO APRIL 30, 2025. VOTES: Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

A. 2025 Consolidated Election ― Aug. 20, 2024 is first day to circulate petitions for the April 1, 2025 election. Potions up for election are: Ward I Alderman, Ward II Alderman, Ward III Alderman, (all three are four year terms)

B. Animal Control ― Discussion on MAC catch and release issue. Mayor Snyder will discuss the City Ordinance leash law.

A motion was made by Alderman Gain and seconded by Alderman Baugher to adjourn the meeting. VOTES: Conklin, yes; Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:20 p.m.
