Village of Illiopolis Board of Trustees met July 7
Here are the minutes provided by the board:
Mayor Reed called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.
A roll call was taken; all members were present.
Agenda
The agenda was adopted as presented.
Minutes
D Koonce made a motion to approve the June 2, 2025 meeting minutes seconded by S McIntyre All Ayes Motion carried 6-0-0
Visitors
David Mendenhall was present. He wanted to let the Board know if they needed any assistance, he was there to help them and if they had any questions to just let him know. Don Drabing spoke to the Board about the Illiopolis Golf Invitational on August 9th & 10th. He said that if the Board would like to make a donation to the event or to the scholarships, they award it would be greatly appreciated. Gary and Stephanie are going to be the new owners of Bunker’s on July 19th. They were present to inform the Board of the hours and services they are going to be providing. They also told them that there would be more live local entertainment.
Open Forum
Treasurer’s Report
Treasurer reported on the May 2025 expenses and balances. Treasurer also made a request to open a savings account to transfer TIF money into and accrue interest.
D Koonce made a motion to allow the treasurer to open a savings account for TIF funds with B Claypool seconding. Roll Call All Ayes Motion Carried 6-0-0
Economic Development Report
Mayor Reed updated the Board on the progress of solar at the Formosa site. The company has renewed their lease for another year.
Engineering Report
S Flach will be at the next meeting to talk more about the Storm Sewer Project. There will be a bid opening on August 14th. Mayor Reed suggested to the Board that a Town meeting be held before construction begins to inform residents of the project.
Old Business
New Business
The zoning officer informed the Village clerk that the building permit for 345 Lawrence Street was not needed since they are replacing fence.
The Mayor informed the Board of a phone call between D Reinhart, S Flach and himself concerning a Feasibility grant for the sewer system for Sunnyview residents. his feasibility grant is a reimbursable grant that will project costs associated with the providing sewer to Sunnyview. Certain requirements will need to be met before proceeding. Sunnyview residents and D Reinhart and S Flach will be at the next meeting.
A request for a donation to the Sangamon Valley/ Tri-City Cheer Squad had been received. A discussion followed as to whether the Village has donated to school groups or not. The Board decided to not make a donation at this time.
Dilapidated Property
S McIntyre said there are racoons in the area by her house that are causing them to stay inside after dark. This information will be passed on to Sangamon County. The county is currently working on 3 properties in the Village. These properties have been send letters and are moving along in the process for court proceedings.
Comments
D Koonce said that there are a lot of small children on mini bikes around town. He asked if the Sangamon County officers can keep an eye out for them.
B Claypool said the weeds in the culvert by her residence is full of weeds. She asked if it was ok to treat those weeds. She was told it was alright.
S McIntyre mentioned that cars are not stopping at stop signs and there are now a lot more children and people on the streets. Sangamon County Sheriffs will be asked to monitor.
S Perry said he noticed that there are some residents using the Village alleys as long-term parking for their vehicles. He also asked about trailers on the Village streets for long term. The mayor will speak to those involved.
Mayor Reed updated the Board on the sidewalk work. Hutchin’s will be doing the work in the near future. The Village employees have completed the mandatory Cybersecurity training and the mayor would like the Board members to also do the training. The Fish Pond is ready and will open soon. Westside Park has the swings up and the bench donated by the Campbell’s has been installed. B Claypool said she would like to donate a tree in memory of her mom and dad at Westside Park. The Village will just need to be involved in picking the location. The Lead and Copper service line identification is progressing. The meters have all been located and the spreadsheet will be updated. Next step is finding out how many lines will need located and getting a bid for the work to be done. Public Works is working on repairing pot holes in the roads. Next project is raising the manhole covers and then the oil & chip will be done. A sewer inspection by the EPA is scheduled for this year. The Hydrant Grant work has been awarded but no date as to when the project will start. Hydrants around town are being painted by Public Works.
