Legislation aimed at supporting young farmers in Illinois has been signed into law. State Senator Sally Turner (R-Beason) sponsored Senate Bill 2372, which establishes the Farmland Transition Commission Act. The new law creates a commission within the Illinois Department of Agriculture to review barriers to farmland access for individuals aged 25 to 40 and recommend policies to encourage farmland transfer to current and prospective farmers in this age group.
“Illinois farmers are the backbone of our state, and this Commission will provide a space to study and address the issues preventing young farmers from accessing farmland,” said Senator Sally Turner. “This law will make a real difference for the next generation of Illinois farmers and will help secure the future of agriculture in Illinois.”
The commission will include agricultural leaders, policymakers, and young farmers from across Illinois. It is scheduled to meet quarterly and submit annual recommendations to both the Governor and General Assembly. Its main objectives are improving access to farmland, easing generational farm transfers, and ensuring long-term success for young farmers.
A total of 18 members will serve on the commission, including four young farmers representing different regions of Illinois. The Director of Agriculture or their designee will chair the group. Applications for appointment can be submitted through the Boards and Commissions website.
“The future of farming is in the hands of young people, and we need to ensure they have the tools and support they need to succeed,” continued Senator Turner. “By bringing together a diverse group of stakeholders, this Commission will identify and work to break down the barriers young farmers face. I’m proud to see this initiative become law and look forward to seeing the positive changes it will bring.”
The commission’s first annual report with recommendations is due January 1, 2026. It is set to operate until December 31, 2031.
Turner was elected as a Republican representative for Illinois’ 44th Senate District in 2021 after replacing former senator Bill Brady.
