Approval of Minutes from August 26th 

New Business 

Community Resources, Dave MacDonna 

1. Resolution to approve the application for acceptance of the PY26 Scholarship Award Grant from the Illinois Department of Commerce & Economic Opportunity in the amount of $20,000. This is a new grant and no matching funds are required. 

Public Health, John Ridley 

1. Resolution to approve the application for acceptance of the HIV Routine Testing Grant from the Illinois Department of Public Health in the amount of $12,072. This is a renewal. No matching funds required. 

2. Resolution to approve the application for acceptance of the Residential Sharps Container Grant from the Illinois Environmental Protection Agency in the amount of $5,000. This is a renewal. No matching funds required. 

3. Approval to hire a replacement Clerk Typist II-Clinic at an annual salary of $42,698.54 effective 9/10/25; the previous employee left the position on 2/28/25 at an annual salary of $42,698.54 and left the payroll on 3/14/25.

Building and Grounds – Byron Deaner 

1. Approval to hire a replacement Facilities Maintenance Technician at an annual salary of $54,000 effective 9/15/25; the previous employee left the position on 8/8/25 at an annual salary of $54,240.23 and left the payroll on 8/15/25. 

State's Attorney - John Milhiser 

1. Approval to hire a replacement Administrative Secretary at an annual salary of up to $43,000 effective on or after 9/15/25; the previous employee left the position on 8/8/25 at an annual salary of $37,454 and left the payroll on 8/15/25. 

Court Services – Kent Holsopple 

1. Approval to hire a replacement Shift Supervisor at an annual salary range of $79,485-88,791 effective 9/22/25; the previous employee will leave the position on 9/5/25 at an annual salary of $85,471 and will leave the payroll on 9/12/25. Requesting waiver of the 30 day lag. This position is 100% reimbursed by the State of Illinois. 

2. Approval to hire a replacement Detention Officer at an annual salary of $55,888 effective 9/22/25; the previous employee left the position on 8/14/25 at an annual salary of $58,488.14 and left the payroll on 8/29/25. Requesting waiver of the 30 day lag. This position is 100% reimbursed by the State of Illinois. 

3. Approval to hire a replacement Detention Officer at an annual salary of $55,888 effective 9/22/25; the previous employee left the position on 8/29/25 at an annual salary of $55,888 and will leave the payroll on 9/12/25. Requesting waiver of the 30 day lag. This position is 100% reimbursed by the State of Illinois. 

4. Approval to hire a replacement Detention Officer at an annual salary of $55,888 effective 9/22/25; the previous employee left the position on 9/4/25 at an annual salary of $58,488 and will leave the payroll on 9/12/25. Requesting waiver of the 30 day lag. This position is 100% reimbursed by the State of Illinois. 

5. Approval to hire a replacement Senior Administrative Support Professional at an annual salary of $40,125 effective 10/13/25; the previous employee left the position on 8/29/25 at an annual salary of $48,907 and will leave the payroll on 9/12/25.

County Administration. Brian McFadden 

1. Resolution authorizing the County Administrator to settle Sangamon County's claim in the opioid lawsuit against various defendants in the amount of $620,410.31 and execute on the County's behalf any documents necessary to effectuate and finalize the settlement. 

2. Resolution to continue the option of utilizing the commercial airline services offered at Abraham Lincoln Capital Airport (SPI) and support our commitment to Fly SPI First.
