Village of Divernon Board of Trustees met Feb. 8.

Here is the minutes provided by the Board:

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, February 8, 2017 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes "Here", Wayne Jones “Here”, Melissa Layton “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Jeremy Rhodes. Jim Copelin arrived at 6:34 p.m.

A motion was made by Baer and seconded by Layton to approve the minutes of January 25, 2017. The motion passed 5-0.

A motion was made by Hedges and seconded by Brenning to approve the corrected minutes of the special meeting of February 1, 2017. The motion carried 4-0 with the Mayor voting. Layton and Baer voting present.

A motion was made by Copelin and seconded by Hedges to approve the executive session minutes of February 1, 2017. The motion passed 4-0 with the Mayor voting. Layton and Baer voting present.

Brenning presented the bills with a motion that they be approved. After Baer seconded the motion it was approved 6-0.

Supervisors Reports:

Public Works:

Superintendent Rhodes requested that public works employee Ryan Woker be sent to USDI natural gas training in Olney Illinois from March 7-9, 2017. The cost of the training is $945.00. A motion was made by Layton to have Woker attend the training. The Village will also cover the cost of two nights of hotel accommodations plus $25.00 per diem for meals. Brenning seconded and the motion passed 6-0. The Illinois Commerce Commission has been performing a record audit on the natural gas system this week.

Police:

Chief Harris would like to advertise for a part time Police Officer. The motion was made by Jones and seconded by Baer to advertise in South County Publications and the Mobile Training Unit. There is an unresolved issue with the salary increase for Officer Hayes upon the completion of his probation. It will be put on the agenda for the next meeting.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Hedges has spoken with a representative of Evan Lloyd Architects about the bill the Village received for the building construction document review in association with the building permit for Maddy’s Tavern. The cost of the review was higher than the fees received for the permit. There was a discussion on whether fees needed to be increased to fully encompass the cost of the review. A decision wasn’t reached on whether fees would needed to be increased or if costs for additional reviews should fall back on the building permit applicant.

Public Utilities, Water, Sewer and Gas:

Nothing to report.

Finance, Personnel, Technology, GIS:

Nothing to report.

Public Safety, Police, Health and Safety:

Nothing to report.

Public Works, Streets, Alleys and Sidewalks:

Copelin reported that he has cleaned up the language in the employee reimbursement agreement. He wants to touch base with the Illinois Municipal League before sending it to the Village Attorney.

Building Grounds and Lights, Parks, Recreation:

Nothing to report.

Old Business:

The new franchise agreement with Comcast was tabled to allow the Board to review it further.

New Business:

A motion was made by Hedges to go into executive session at 7:42 p.m. to discuss employee benefits.

The Board returned to open session at 7:48 p.m.

A motion was made by Brenning and seconded by Baer to purchase gift cards in the amount of $200.00 from United Community Bank for Jeremy Rhodes and Ryan Woker for their work done during a time of employee shortage and a crisis when working around the clock to ensure the safe operation of the sewer treatment plant. The motion was approved 6-0.

Motion by Copelin to adjourn at 7:51 p.m.
