City of Atlanta City Council met Oct. 15.

Here is the minutes provided by the council:

OPEN: The regular meeting of the Atlanta City Council was held on Tuesday October 15, 2019 at the Atlanta City Hall. The meeting was called to order by Mayor McVey at 7:30pm.

 

ROLL CALL: Colaw, Thomas, Young, Dreyer, Evans and Cheek were present.

 

Motion by Cheek second by Evans to approve the minutes as presented.

Motion by Colaw second by Thomas to pay all bills as far as money allows.

Marilyn Horath reported that her water was improved. She also asked about an excavation near her home and she wondered what it was.

She reported on a vehicle speeding in her neighborhood. Also reported that there was an un-mowed property near her home.

 

Carl Johnson reported that clothing was needed at the school. Types and sizes were outlined.

                                                                                                                                                     

Chief Eimer gave a brief report on police activities recently.

 

Paul Adams, Police Chief of Lincoln, was present to outline a computer program that could be used in Atlanta. Efficiency could be improved. A new radio system will need to be improved. The cost of the computer program will be around $1000

 

The Council took up the discussion of the Resolution to abate Tax Levy for General Obligation Bond for $480,000.00

 

Motion by Colaw second by Cheek to accept the Resolution to abate Tax Levy for General Obligation Bond for $480,000.00.

The Council took up the discussion of the Resolution to abate Tax Levy for General Obligation Bond for $1,890,000.00.

 

Motion by Evans second by Dreyer to accept the Resolution to abate Tax Levy for General Obligation Bond for $1,890,000.00

The Council took up a revised easement to access the billboard near the highway. The City Attorney went over the details and reasons for the revised easements.

This will replace all existing easements with a new one.

 

Motion by Thomas and second by Cheek to accept the revised easement for the billboard.

The Mayor asked the council to set Halloween hours on a permanent basis. The Council discussed several aspects of the time and events of Halloween.

Motion by Cheek second by Colaw to set Halloween hours for 5:00 to 7:30pm. permanently.

The Attorney reported that the Atlanta Inn was becoming current with the past due Hotel Tax. The house on Second St., they have a deadline of November 15th to comply with the City code.

 

Alderwoman Thomas stated that Route magazine is not published by Rt. 66, it is published by Brandon Matthews, so there is no conflict of interest.

 

Mayor McVey reported that the City had passed all EPA requirements. Work was proceeding at the water plant.

 

Mayor McVey discussed the traffic procedures at the school. No changes will be made.

IDOT mowing was proceeding along the old highway.

 

Mayor McVey gave out some information on Adult Use Cannabis Law to the Council. He outlined a meeting he attended with Mayors, State Rep. Tim Butler and Brad Cole from IML.

 

 Mayor McVey also discussed the need for new radios for the City trucks.

 

 Motion by Cheek second by Evans to adjourn the meeting.
