Village of Pawnee Board of Trustees met Feb. 26.

Here are the minutes provided by the board:

Call to Order: 

• President Clarke called the meeting to order at 7:00pm 

Roll Call: 

• Village Clerk, Devona Martin called roll 

• Trustees in attendance: Dale Walters, Phillip Thompson, Troy Grant, Patrick Murphy, David Skinner, Brian Whitlow 

• Trustees Absent: none 

• Also in attendance: Treasurer Brent Wise, Chief Barclay Harris, Jeff Schober, Janet Winkler and Michael Frakes with Sangamon County Dept of Public Health, Shawn Burnley, Corey Reynolds 

Visitor's Recognition/Comments: 

• Michael Frakes and Janet Winkler appeared before the Board on behalf of Sangamon County Dept of Public Health. They are promoting Sangamon County and making everyone aware of what they do and how they are more than just Springfield. It is all of us. What they want to do is bring some of what they do to all of Sangamon County. They had a PowerPoint presentation. They specifically talked about how important it is to have Emergency Preparedness and how important it is as a family and as a community. 

Clerk's Report: 

• Minutes of February 12, 2024 were presented for review and approval

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner 

• Trustee Skinner presented the bills payable for the week ending February 26, 2024 in the amount of $192,066.53

• Treasurer Brent Wise presented the Monthly Budget Comparison Report for the Month Ending January 31, 2024 

Motion made by Trustee Skinner to approve Treasurer Brent Wise's Monthly Budget Comparison Report for the Month Ending January 31, 2024

Motion Carried: (6-0) 

• Treasurer Brent Wise advised we have received our 6th draw request from Petersburg Plumbing in the amount of $183,612.19 

Motion made by Trustee Skinner to access the line of credit in the amount $183,612.19 to pay Petersburgs Plumbing pay request #6

Motion Carried: (6-0) 

• Brent Wise advised that our Comcast contract has expired. This is for the Village, Police Dept and Shop. He was able to negotiate an increase of only $70/mo with a 3yr contract. 

Motion made by Trustee Murphy to renew our contract with Comcast on a 3yr contract not to exceed $800/mo

Gas and Water Committee Report: Committee Chair, Trustee Whitlow 

• Trustee Whitlow advised that 54 red letters were sent. 

• Trustee Whitlow advised that Andy Lee informed him they got the 2 fire hydrants installed off Groom Street. They have also purchased the materials for the gas line project around Henkel Drive. 

• Trustee Whitlow advised that Petersburg Plumbing will be boring under Carroll St at 8th Street. Petersburg will hopefully be done the end of March or first of April. 

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Grant 

• Jeff Schober advised they have been grading roads and ditches. Trustee Whitlow asked about rock and oil on 4th Street. Jeff Schober advised they will fill the cavities before they rock and oil. The rock and oil probably won't happen until the end of July or first of August but they will patch and in the next month or so. 

• Discussed Aumiller's road. Jeff Schober was able to locate 2 of the pins but not the other 2 pins. The cost to have it surveyed is $2,500. Do we want to have it surveyed? Trustee Skinner asked about a GIS map. Jeff Schober will try that first and then go from there. 

Police Committee Report: Committee Chair, Trustee Skinner 

• No report. 

Sewers and Parks Committee Report: Committee Chair, Trustee Thompson 

• Trustee Thompson advised they just spent $4,000 on the tractor for work that had to be done; $800 for parts that had to be ordered. He also advised that he is going to put a line item in the budget for astroturf at North Park. There will also likely be a line item for a new truck. 

Zoning Committee Report: Committee Chair, Trustee Murphy 

• No report 

Bargaining Committee Report: Committee Chair, President Clarke 

• No report 

Energy Committee Report: Committee Chair, President Clarke 

• No report 

Infrastructure Committee Report: Committee Chair, President Clarke 

• No report 

Unfinished Business: 

• none 

New Business: 

• President Clarke advised that Pawnee Prairie Days will be May 30th, 31st, June 1. They are asking for the same donations as in the past which includes the porta-potties and waive the Special Event Liquor License. They would like to close the east and south sides of the square on Tuesday evening and the remaining sides on Wednesday. Consensus was to allow. 

• President Clarke read a letter regarding the solar project at Pawnee Rd and Rt. 104. This is Gary Hamilton's property. We had asked them to move this to behind the house and out behind Ameren's building. They asked us to provide a letter. Due to State OF Illinois, we cannot dictate where they put them, but if they ask for a letter, we will send. 

• President Clarke advised that he and Trustee Skinner met with UKA North American. They are planning to put a wind farm 4 miles southeast of Pawnee. There are 3 phases. There could be tax money for the school. 

• Trustee Thompson advised he will not be able to attend any meeting in March.

Meeting adjourned at 8:03pm on Monday, February 26, 2024. The next scheduled meeting of the Pawnee Village Board of Trustees is Monday, March 11, 2024 at the Village Hall.
