Rosenthal stated, "No other state in the United States requires age-based road exams," emphasizing that the bill seeks to restore respect for seniors by not making assumptions about their driving capabilities based solely on age.
The bill allows immediate family members to provide information to the Secretary of State if a medical condition affects a person's ability to drive safely. Currently, Illinois law mandates that drivers aged 79 or 80 take a behind-the-wheel test when renewing their licenses. Those between ages 81 and 86 must take the test every two years, and annually starting at age 87. The new proposal would require only a vision test for those aged 79 or 80, with road tests required annually beginning at age 87.
Originally introduced by Republican Representative Jeff Keicher in the previous legislative session as HB 4431, this bill has bipartisan support and backing from the Illinois Secretary of State. If enacted, it would take effect on July 1, 2026.
